OVERALL RESPONSIBILITIES

The TB Private Public Mix – Market System and Resilience (PPM – MSR) Advisor is responsible for embedding sustainability mechanisms to ensure stronger health systems for TB services at private health sectors nationally and in the USAID Eliminate TB Project Regions. The position is responsible to implement TB program activities in private health sectors in close collaboration with the Government counterparts. S/he will work jointly with the Government TB experts to implement TB services at private health sectors under the public health system structure in the domain of PHCU across the project areas while continuing advocacy to the policymakers.

SPECIFIC RESPONSIBILITIES

  • Leads the planning, implementation, and continuous monitoring of the project TB PPM-DOTS program in all supported regions,
  • Serve as the primary liaison for USAID ETB project supported TB PPM-DOTS program with MOH/NTP, RHBs, ZHDs and Association of Private Institutions,
  • Advises and assist the regional program operations director and the project management on TB PPM-DOTS program,
  • Provide technical support to regional health bureaus and their structure to foster effective public-private partnership on TB & TB/HIV,
  • Represent USAID Eliminate TB project at the national/regional forums and forums with stakeholders on TB PPM-DOTS program and keep project management updated on stakeholders’ expectations and status of project achievement against expectations,
  • Steer private facility readiness assessment to guide TB PPM-DOTS service expansion in Amhara, Tigari, Oromia, SNNPR & Sidama regional states,
  • Inform and advise project decision-makers on the practical approach to strengthen the impact of project efforts on TB PPM-DOTS program,
  • Supervise USAID Eliminate TB project regional technical staffs to enable them to implement quality TB PPM-DOTS program as per project plans and with high quality,
  • Track availability of trained service providers in supported facilities and plan capacity building activities to curb gaps in trained provider,
  •  Promote the development of health managers’ capacity to lead TB program at both private and public health sectors,
  • Ensure that project activities are implemented in supported facilities within the expected quantity and quality of deliverables,
  • Re-activation of the PPM TWG at the FMOH and ensuring the assignment of a functioning counterpart at NTP/FMOH
  • Expanding differentiated TB service in the private sector ( Rapid technology, Diagnostic only site expansion, presumptive TB referral site expansion ,PPM-DOTS site expansion and other differentiated services)
  • Engaging Private Health Facility owners associations in TB programming at national and regional level
  • leading the production and dissemination of PPM DOTS specific reports, success stories, innovations and initiatives
  • Assist the RHB in TB/HIV logistics management at TB PPM-DOTS through continuous collaboration with EPSA and regional laboratories for uninterrupted supply of TB & laboratory commodities,
  • Steer the planning and implementation of TB PPM-DOTS program delivery including supportive supervision, analysis of findings and developing an action plan that guides improvement,
  • Work closely with zones/woredas/town health offices, Regional Laboratories and postal enterprises to make sure that samples are regularly collected for GeneXpert and External Quality Assessment (EQA) and results are timely delivered including from private health facilities,
  • Work closely with the EPSE to expand its coverage to private health facilities and include them in the network
  • Work with the regional project team and Government health offices to engage private health sectors from the project demonstration zones during the regular zonal & regional review meetings to share the TB PPM DOTS experiences to the project learning zones,
  • Identify different modalities of private sector engagement and supports its implementation for examples like use of private specimen referral system
  • Closely work with HSS advisors in mainstreaming TB services into a multisectoral accountability framework for TB to include private institutions
  • Closely work with other USAID Ips and stakeholders in the realization of private sector engagement in TB services
  • Work with the national TB program to redefine PHCU by incorporating private health sectors to strengthen the service support under the public health care system,
  • As per USAID ETB project reporting requirement, timely compile reports, best practices and communicate to senior project management,
  • Responsible for addressing TB social-economic and health determinants by leading Multisectoral TB interventions ranging from advocating TB as public health agenda in all relevant sectors outside of Health to the integration of minimum packages of TB preventive, promotional, therapeutic, and rehabilitative intervention,
  • Undertake other responsibilities as assigned by the supervisor.

Job Requirements

QUALIFICATION AND EXPERIENCE

  • MD or Masters or above in Health sciences from a recognized university.
  • At least 5 years of work experience on TB program implementation in public and private health sectors.
  • Knowledge & experience of capacity building for health care workers and TB program managers,
  • Experience in community-based health insurance is an advantage,
  • Ability to interact and advise senior host-government counterparts on policy and other strategic planning issues,
  • Previous experience with USAID or other USG funded projects is an advantage,
  • Excellent communication, and interpersonal skills, demonstrated leadership, and the ability to work collaboratively with culturally diverse partners,
  • Computer literacy; competency with Microsoft Office, internet, and email system,
  • Fluency in written and spoken English is required,
  • Ability to work independently as well as in collaboration with colleagues and partners,
  • Willingness to travel frequently (up to 50% time) within the Region.
