Job description

 

OBJECTIVES OF THE PROGRAMME

WHO Ethiopia supports the Federal Ministry of Health (FMOH)/Ethiopian Public Health Institute (EPHI) efforts to strengthen the capacity to establish the minimum IHR core capacities. In this regard, the capacity of the public health emergency management system of EPHI and Regional Health Bureaus (RHBs) will be built for early detection, confirmation and response to Public Health and Nutrition Emergencies and events of national or international concern. WHO is planning to recruit and develop a roster list of surge teams to be trained before deployment. The deployment will be demand based supporting the national or regional Rapid Response Teams (RRTs).

PURPOSE OF THE POSITION

In the context of the WHO Health Emergencies incident management system, the incumbent will systematically track the evolution of the incident, as well as the response, within the defined strategy. This involves defining the indicators and source(s) of information, gathering and interpreting of related data to ensure that the response is on track, analyzing implementation gaps and recommending solutions, advocating the application of the results chain and promoting of best practices.

DESCRIPTION OF DUTIES

Supervised by the Technical Officer, Nutrition and under the overall guidance of the Incident Manager and Head of the WHO Country Office and working closely with regional counterparts, the incumbent will act as a Nutrition Officer at the region level. S/he will manage the Nutrition component of the incident management system, assess, and support the revision and update of the Nutrition measures and practices, and provide technical guidance to RHB and partners. S/he will establish and maintain good collaboration with partners, and synergize with the WHO staff, liaise with other units/teams within the regional office, across the organization and with partners to facilitate the development of a detailed work plan and budget for WHO operations.

The incumbent will be responsible for coordinating the implementation of the approved activities and ensuring alignment of purpose between the national and the regional offices on matters related to Nutrition. S/he will also be responsible for reporting, performance assessment and evaluation of the planned activities, for monitoring the availability and flow of financial resources and ensuring proper communication with partners and as appropriate.

Under the overall supervision of the Regional Coordinator of the WRO Oromia Region. The incumbent shall:

1. Advise on the planning, formulation, implementation, monitoring and evaluation of nutrition programs and activities in compliance with WHO’s overall strategy and guidelines.

2. Provide technical leadership and guidance on public health and nutrition incidents for Region, Zones, Woreda and Health facilities through data collection, correlation, analysis, interpretation, feedback generation and timely reporting.

3. Support strengthening nutrition surveillance, identify the constraints and gaps, and provide technical solutions to improve the system.

4. Develop response strategies and action plans based on the nutrition situation in the affected areas in collaboration with partners.

5. Develop and implement strategies to improve the capacity of health staff on the inpatient management of severe acute malnutrition (SAM) with medical complications.

6. Develop and implement measures to improve the capacity of health staff on appropriate infant and young child feeding in the inpatient management of SAM to prevent relapse.

7. Ensure necessary supplies for the inpatient treatment of SAM

8. Facilitate measures to improve identification of those in need of nutrition interventions and appropriate referrals such as integrated nutrition screening at all levels of the health system (community, PHC, tertiary) including mobile clinics.

9. Ensure key nutrition interventions are conducted in the health facilities where appropriate (e.g. Iron-folic acid supplementation/micronutrient supplementation in antenatal care, inpatient management of SAM) and that referral is conducted for nutrition interventions where needed (e.g. outpatient SAM, supplementary feeding programs for MAM and pregnant and lactating women).

10. Monitor and evaluate inpatient management of SAM in health facilities.

11. Integrate nutrition and health surveillance: technical support to strengthen the existing routine health information system to integrate key program performance indicators to monitor the outcome of the nutrition services implemented at health facilities.

12. Ensure the nutrition program pursues equitable access to emergency assistance, particularly for affected and vulnerable populations, with a view to integrating gender equality and equity across all aspects of the incident nutrition program, including supplementation and food fortification with essential micronutrient s, IYCF, treatment of cases of SAM and other community nutrition programs.

13. Represent WHO in the interagency Nutrition Cluster and contribute to the development and implementation of interagency SMART surveys and other nutrition assessment tools.

14. Produce regular and written feedback to RHB/ ZHB and other response actors, and report to the regional coordinator.

15. Support the preparation and dissemination of public health & nutrition emergency news, technical documents, updates, and assessments to key decision-makers

16. Supporting Regions and Zones on documentation, report writing, feedback provision and dissemination of findings on public health and nutrition incidents

17. Perform any other related incident-specific duties, as required by the functional supervisor.

b. The incumbent will serve as backup to the team members in similar or different positions within the administrative team subject to the agreement of both parties, these terms of reference may be modified from time to time, as required in the interest of the project/activity.

During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme.

Required Qualifications

.

Education

Essential:

  • A university degree in one of the disciplines relevant to the following areas: Public Health and nutrition, pediatrics and child health, Health and Nutrition Education, Nutrition Promotion and Disease Prevention, or another closely related field of study to nutritional issues.

Desirable:

  • Specialized training in emergency management, international aid or humanitarian principles.

Experience

Essential:

  • At least five years of relevant experience, at the national level, in the development and management of nutrition programs. Related working experience in outbreaks and/or health emergency operations in the area of nutrition. Experience in developing and promoting collaborative actions with national authorities.

Desirable:

  • Experience and skills in providing in-country technical support and building capacity in national Health and nutrition programming, preferably in developing countries. Relevant work experience in WHO, other UN agencies, relevant non-governmental, health cluster partners or recognized humanitarian organizations.

  • Remuneration – this is a Special Service Agreement at NO-B Level for three months (3) with a monthly remuneration of $ 2595.5.
