Job description
Ministry of Health would like to invite competent and interested applicants for the following positions.
BACKGROUND
The Government of Ethiopia has received financial support from the World Bank to strengthen continental and regional infectious disease detection and response systems. MOH is responsible for the administration of the project fund which requires considerable efforts to plan, administer, and follow-up. The Project Implementation Unit at MOH is responsible for the administration of the project fund and procurement activities, which involve planning, preparing TORs, evaluating tenders, awarding contracts, and following up on implementations.
For the effective implementation of this project, MOH is looking for a Project Coordinator who will be responsible for overall project coordination, ensuring effective project management consistent with agreements, manuals, and project documents throughout the project’s life. The coordinator will work closely with MOH/EPHI respective directorates/offices involved in the project and collaborate with the WB, Africa CDC, and Zambia NPHI. The Project Coordinator will provide overall supervision and guidance for project activities.
OBJECTIVE
The objective of this post is to provide MOH with the capacity to coordinate and implement the project in accordance with the project operation manual and to prepare overall project performance reports on time. This will contribute to the project’s success. The Project Coordinator is a project management expert with extensive, in-depth knowledge and experience in project coordination processes and is expected to ensure the proper execution of the project at all levels as per the project agreement. The Project Coordinator applies expertise to all steps of the project implementation process.
SPECIFIC TASKS / ACTIVITIES
- Coordinate and monitor all activities related to Africa CDC Regional Investment Financing Project.
- Plan, implement, monitor, and evaluate the project in consultation with all concerned stakeholders.
- Ensure efficient and effective implementation of the project through close supervision and tracking as per the project agreement.
- Work closely with MOH/EPHI respective directorates/offices.
- Monitor the project’s performance and report to MOH/EPHI management on issues requiring timely intervention.
- Prepare regular project progress reports as per the project implementation manual.
- Participate in technical meetings as needed in conjunction with the project.
- Maintain all necessary documentation relevant to the project during its lifecycle.
- Serve as liaison to the World Bank Country Office with respect to the project.
- Collaborate and liaise with concerned stakeholders.
- Participate in/support the project’s procurement activities as necessary.
- Perform any other relevant tasks as delegated and required by MOH/EPHI.
METHODOLOGY
The Project Coordinator will work closely with the Technical Working Group (TWG) and MOH/EPHI respective directorates/offices involved in the project, as well as the WB, Africa CDC, and Zambia NPHI. The Project Coordinator is expected to use government regulations and WB Guidelines in the project’s execution.
REPORTING
- The Project Coordinator will report to the Strategic Affairs Executive Office, Project and Grant Management Unit of the Ministry of Health.
- The Project Coordinator will be based at the project implementation unit in Addis Ababa and may travel to regions as necessary.

Employment Type and Duration:
- The contract will be for one year (12 months), with the possibility of extension subject to performance and budget availability.

- 97,085.00 ETB

Job requirements
Educational Background
- Minimum of master’s degree in public health or health studies.
Work Experience:
- Minimum of 15 years of professional working experience in project management or coordination, and monitoring and evaluation in international development organizations or programs.
- Familiarity with WB projects and the ability to use the Bank’s online financial and procurement application systems is advantageous.
- Understanding and experience with Ethiopian health system policies and strategies, with a focus on public health emergencies, is preferred.
- Excellent problem-solving and analytical skills.
- Exceptional communication and interpersonal skills, with the ability to convey technical information effectively to both technical and non-technical stakeholders.
- Strong leadership abilities, with a track record of successfully managing and mentoring a team.
- PRINCE2 or similar certifications are preferable.
- Both the Civil Service and MOH Human Resource Development rules and regulations will guide the postholder’s day-to-day services.
- As new priorities emerge, MOH may periodically revise the TOR for this position.
