- Amhara: 10
- Benishangul Gumuz: 3
- Harari: 2
- Oromia: 16
- Sidama: 2
- Central Ethiopia: 2
- Somali: 6
Duration of Data Collection: 12 days
Reports to: Field Coordinators and Supervisors
Salary: Competitive and based on the organization’s pay scale for data enumerators.

The Pulse Techs Software solution and Emerald PLC seeks Data Enumerators to support research and data collection activities across eight regions in Ethiopia for Assessing the Cost Effectiveness of Digital Health Initiatives in Ethiopia.
The Pulse Techs has been working in Ethiopia since 2017 G.C in partnership with the Government, Ministries, NGOs, universities, and hospitals as a software design, development, and implementation company to significantly impact and improve various sectors, particularly healthcare, by providing comprehensive technological solutions. Emerald Education, Research, and Consultancy Service P.L.C is a private higher education and consultancy firm based in Addis Ababa, Ethiopia. It is renowned as the first private company in the country to launch an MSc program in Data Science and is also recognized for delivering various of consultancy service projects.
This vital study aims to evaluate the economic impact, sustainability, and scalability of Ethiopia’s District Health Information System 2 (DHIS2) and Electronic Community Health Information System (eCHIS).
The Data Enumerators will play a critical role in collecting high-quality data through surveys, interviews, and other research instruments. Through rigorous analysis, the study will provide the Ministry of Health with data-driven insights and actionable recommendations to optimize digital health strategies and enhance healthcare delivery across the nation.
Responsibilities
- Conduct field-based data collection using structured surveys, interviews, and other research tools.
- Ensure accurate and timely data collection in adherence to the study protocol.
- Travel to assigned regions and communities to collect data from study participants.
- Maintain confidentiality and ethical standards during data collection.
- Collaborate with the research team to ensure data quality and consistency.
- Report daily or weekly to the Field Supervisors on data collection progress and challenges.
- Participate in training sessions to understand the study objectives, tools, and methodologies.
- Support the transcription and translation of qualitative data as needed.
- Assist in the preliminary cleaning and verification of collected data.
- Represent the Council professionally in the field and maintain positive relationships with participants and local stakeholders.
Job requirements
About You
- Minimum of Bachelor’s degree in public health, Health Informatics, nursing, statistics, or a related fields.
- At least three years of experience in data collection, supervising field data collections health-related studies or surveys. especially in public health or digital health evaluations.
- Must have knowledge of the DHIS 2 or eCHIS implementation or evaluation.
- Familiarity with the health system structure and roles of HEWs, HCPs, and HMIS officers.
- Must have experience in field-based data collection, preferably in health, social, or demographic studies.
- Familiarity with electronic data collection tools (e.g., ODK, SurveyCTO, KoBoToolbox).
- Strong interpersonal and communication skills to engage with diverse communities.
- Ability to work independently and in teams, with minimal supervision.
- Willingness to travel extensively within the assigned region.
- Proficiency in local languages spoken in the assigned region is required.
- Basic understanding of research ethics and data confidentiality.
- Strong organizational skills and attention to detail.
- For those applying for qualitative data collection: must be fluent in the local language of the assigned area and have the ability to transcribe, translate interviews and focus group discussions accurately in written form
- Preference for candidates who reside in or are familiar with the region of assignment.
- Proficiency in English and one of the preferred locations of data enumeration is required.
