Job description

 

The main purpose of the Position

Organizing and ensuring medical consultations to the target population providing treatment to patients within the scope of his/her medical competencies and referring them when appropriate, according to MSF protocols, procedures and the universal hygiene standards in order to guarantee quality and efficiency of the service provided.

 

Accountabilities

  • In collaboration with the Project Coordinator and the rest of team, the Medical Coordinator and MoH partners, defines, implements and monitors medical activities, according to MSF project plans, standards and protocols. Participates in exploratory missions, situation assessments (defining medical operational priorities when needed) and the development of the project policy, annual plan, budget review and project proposal and reports to donors. Ensures regular contact with MoH and other local medical actors
  • Is responsible for the medical data collection, analysis and reporting to the Medical Coordination in the capital in order to ensure a proper monitoring of the program
  • Provides technical support to medical personnel in the field through self-knowledge and policies, ensuring compliance with the protocols of MSF medical activities.
  • Coordinates, supervises, coaches, supports and evaluates the medical team members’ performance to improve the medical components of the project and ensure compliance with MSF protocols and standards as well as MoH protocols.
  • Plans and supervises, in close coordination with the Project Coordinator, the associated processes (recruitment, training, induction, performance evaluation, development and internal / external communication) of the medical staff of the project in order to ensure both the sizing and the amount of knowledge required and improve staff capabilities.
  • Supervises an efficient management of the MSF field pharmacy and medical equipment, in collaboration with the Logistics department and project biomedical service and in consideration of program directions and protocol changes. Monitors consumption and preparation of medical orders to provide drugs, medical materials, medical devices and consumables at all circumstances and avoid stock shortage.
  • Implements the health policy for international and national staff, providing all prophylactic and preventive necessary measures, structures and emergency plans, managing any medical evacuation in order to ensure MSF staff health.

 

MSF Section/Context-Specific Accountabilities

Target Health Centers:

  • The intervention focuses on Adey Ababa and Jemu Health Centers, which serve 18,082 under-15 children. Key gaps include:
  • Healthcare
  • WASH
  • Referrals: referral systems to Bachuma Primary Hospital.
  • Operational Strategies:
  • Emergency Preparedness: Train health workers in outbreak response, develop EPREP plans, and strengthen surveillance.
  • Healthcare Delivery: Provide free OPD services, immunization support, and ensure continuous medical supplies.
  • WASH Interventions: Rehabilitate wells, improve water storage, build latrines, and train hygiene committees.
  • Capacity Building: Strengthen local health systems and community resilience for sustainable impact.
  • Challenges: Funding gaps, logistical constraints, and security risks. The 12-month project aims to reduce morbidity/mortality while transitioning to local authorities or NGOs post-intervention
  • Major activities to be carried out are
  • Project Design & Monitoring
  • Define, implement, and monitor medical activities (e.g., OPD services, epidemic response, WASH in health facilities) in alignment with MSF protocols and project goals. Ensure adherence to national (MoH) and MSF standards, particularly for under-15 care in Adey Ababa and Jemu Health Centers.
  • Medical Team Leadership & Capacity Building
  • Supervise, train, and evaluate medical staff (including local MoH teams) to strengthen clinical care, outbreak preparedness, and referral systems.
  • Epidemic Surveillance & Response
  • Oversee data collection, analysis, and reporting on disease trends (e.g., malaria, measles) and . Coordinate rapid responses to outbreaks in collaboration with MoH and community structures.
  • Pharmacy & Supply Chain Management
  • Ensure uninterrupted supply of essential medicines and medical equipment to target health centers, avoiding stock ruptures. Monitor consumption and align orders with program needs (e.g., malaria treatments, vaccines).
  • Staff Health & Safety
  • Implement health policies for MSF staff, including preventive measures and emergency evacuation plans, given the remote and high-risk operational environment in West Omo.

 

 

Job requirements

 

Required Qualifications and Professional Experience

  • Education: Medical Doctor Degree
  • Experience: 2 year working experience related to the degree and previous experience in MSF in the field
  • License: Renewed and up-to-date professional license.
  • Knowledge: Essential computer literacy (word, excel, and internet)
  • Competencies: Results and Quality Orientation L2

      • Commitment to MSF Principles L2
      • Stress Management L3
  • Language: Essential mission and Oromiffaa. Knowledge of other local languages is an asset
