Environmental Health (Watsan) Team Leader - Medecins Sans Frontieres-Holland (MSF-Holland) Vacancy Announcement

Overall responsible for the correct planning, implementation and monitoring of the Environmental Health content of the mission supporting the multiple Environmental Health Managers, supervisors and technicians maintaining the oversight of all teams involved in the application of Environmental Health activities at the project level, according to MSF protocols, standards and procedures in order to improve health and living conditions of the targeted population.

Accountabilities

Being responsible for leading the design, technical implementation, acceptance and management of all assigned Envi-ronmental Health interventions (water supply, excreta disposal, waste management, vector control and dead bodies management) and teams in the project. In collaboration with the Environmental & Medical Coordinator, leads the devel-opment of project proposals and/or work plans, when EH activities are integrated in medical interventions. For some in-terventions, in the absence of the EH Manager, will be involved directly in the implementation of project activities
Adapting and implementing both minimum EH standards and monitoring indicators (including reporting procedures) to the context to ensure that MSF’s EH standards are reached and protocols are maintain
Conducting EH assessments in collaboration with project medical teams to identify EH needs at the project level, and summarizing findings to the direct line manager and recommending appropriate responses. In emergency response situ-ations at the project level, leading the development and planning of EH emergency strategies and resources planning, in collaboration with the medical and logistical teams
Support the coordinating of the execution of the EH activities and teams at the project level in order to meet quality indica-tors, time schedule and budget, preventing deviations and proposing immediate technical adjustments when necessary. Leading regular project meetings with the project’s EH Managers to facilitate the discussion and prompt resolution of problems, promoting regular exchange of information, and planning individual and joint activities
Guiding processes of EH technical support to the project’s medical team in identifying possible “risk factors” (e.g. be-havioural practices, environmental sources of infection, and transmission routes) and controlling measures to address modes of transmission of infection and corresponding ways of controlling spread. Monitoring the strict application of safety measures in all EH activities in the project
Planning, organizing and overseeing the inventory of the project’s EH stock to ensure availability, proper purchasing, and appropriate technical specifications of required materials and equipment
Support the ensuring of proper EH staffing, coaching and supervision at the project level, in close coordination with the project’s HR department and EH Managers, all the associated processes (recruitment, briefing, training, performance evaluation, development and internal/external communication) to ensure both that the number and the skill levels of the team is appropriate. Serving as mentor and providing guidance to first time mission EH Managers in the application of EH activities and tools
Compiling and analysing statistical and monitoring data of EH activities at the project level, and ensuring regular and detailed reporting of results (e.g. SitRep; quarterly, donor or local authority reports), proceedings and problematic situa-tions. Ensuring multidisciplinary data availability, collection and analysis of any activity impacting health status of the affected population

MSF Section/Context Specific Accountabilities

Close collaboration within the medical departement, with special attention on MedCo, PMRs, epi and HPs.
Maintain regular meetings with EH managers and supervisors for adequate support and plan regular visits to all
Support PMRs and EH managers in implementing & monitoring EH tools such as EH scanning tools and EH indicators.
Join explo teams and evaluations to assess EH needs to allow quick interventions and implementation of EH activities.
Assure adapted EH e-prep strategies according to medical eprep scenarios for all projects with special attention to the MEET
Support the projects in activity implementation when needed on the ground
Assuring EH essential requirements in all medical activities in the mission, including vector control activities.
Close collaboration with logistic and supply departement to assure implementation of EH activities
Assure local market assessment to identify EH materiel of good quality.
Follow Eprep stocks of mission and projects and assure new supply accordingly
Produce Standard Operating Procedures for EH activities in the mission
Proactively gather information on entomology in regions covered by the mission
Proactively gather information on water access (special attention to groundwater), environmental conditions and wheather predicitions in regions covered by the mission
Assure the management of hazardous waste in mission according to MSF standards

Job requirements

Education

Essential Minimum Degree: Water Engineering, hygiene and sanitation sector, preferably in Public Health Engineering or Environmental Health.

Experience

Watsan in Emergencies Training and Vector Control training within MSF is strongly recommended
Essential, at least 2 years in Environmental Health related professional experience, preferably within MSF
Desirable: experience in or familiar with implementing and promoting the use of two or more of the following activities (water supply, excreta disposal, waste and waste water management, vector control, and dead bodies management) in two or more different contexts (conflicts, natural disasters, refugee/IDP camps, etc.)
Desirable: public health background or experience
