Job description

 

Number of Positions: 4 (One National(EPHI) and three (3) for sub-national EOCs

Job category: Health Care

Terms of Employment: Until December 31, 2025 with possibility of extension based on availability of budget and performance

Salary: : Salary is based on work experience and educational level.

Background

Regional Health Bureaus in collaboration with EPHI and other partners has been working together to manage disease outbreaks timely and appropriately and strengthening the PHE management system.

Currently, the Regional Health Bureaus Emergency Operation Center (EOC) is responding to multiple outbreaks including Cholera, Malaria, and other emergencies by putting in place an Incident Management System (IMS) to control and prevent the spread and providing appropriate life-saving services in line with other competing priority agendas like strengthening the PHE management system.

Even though different and aggressive prevention and control measures taken by the regions, EPHI and other partners are providing support with very limited human resources. It is believed that it is of paramount importance to strengthen the current overall Data Management on top of coordination, surveillance and other activities for the current multiple PHEs like Cholera, Malaria, outbreak response. Due to the presence of multiple outbreaks in the regions having Data Manager at regional/city administration PHEOC is very vigorous to strengthen and continue support provision on Data Management to support reporting, generating evidence for decision making for effective outbreak response.

Duties and Responsibilities

The Data Manager recruited at the national and regional/city administration have the following duties and responsibilities

  • Manage the incident related databases (cases and contacts) including content, structure, file location, backup system.
  • Aggregate and maintain information from technical teams, field offices and partners including contact lists, event specific information (what, where, who, how many, how quickly, status), health indicator data, health situation data, health response data, etc…
  • Collect, collate, manage and analyze data from all partners; aggregate the relevant health related information such as mortality and morbidity, location of hospitals, Primary health care units, other health care facilities, etc. and transform it into narrative text, maps and graphics to enable strategic planning and decision making.
  • Verify data quality (completeness, timeliness), identify gaps in health information management, recommend corrective actions and prepare relevant.
  • Support development of SITREPs and bulletins on a regular basis for sharing with internal and external stakeholders
  • Provide technical expertise during interagency initiatives, related to information and data management, seeking to improve information sharing between institutions, to strengthen access to information from other organizations and clusters to contribute to inter-sectorial dashboards and reports.

 

 

Job requirements

 

This position will be based within a fast-paced, results-driven environment and supporting the government of Ethiopia’s response to epidemics and pandemics. This individual would need to have strong data management skills combined with an ability to work in a dynamic and demanding environment, and relevant experience in data management.

Qualifications and advantages include the following:

  • A minimum of a masters and Bachelor’s degree 8/10 work experience in health information system, Statistics, computer science, IT or related field;
  • Professional experience in data management and analysis in demanding, results-oriented environments
  • Knowledge of the Ethiopian health system
  • Excellent problem solving, analytical and quantitative skills, including great attention to detail
  • Proficiency with of word processing tools and spreadsheets (MS Office Word, Excel etc.)
  • Knowledge and experience using DHIS-2, HMIS, other electronic health information systems
  • Effective team player with strong commitment to excellence
  • Excellent organizational and problem-solving skills
  • Ability to learn on the job quickly and be flexible
  • Strong communication skills
