Operating in 12 zones of Oromia National Regional State, the organization partners with diverse donors, including German Agro Action (GAA), Kerk in Actie (KiA)/Cordaid, USAID/ISHDO, Cafod/Sciaf/Trocaire (CST), Kindernothilfe (KNH), World Bank/MA, Dan Church Aid (DCA), CGWE, UN/OCHA, Christian Aid Ethiopia (CAE), Mercy Corps, Agricultural Transformation Institute (ATI)/Caster Card Foundation, and other foundations. In line with its mission, HUNDEE has secured funding from Gavi to address critical gaps in immunization coverage. Collaborating with the Oromia Development Association (ODA) in a consortium, HUNDEE aims to expand immunization services to zero-dose and under-vaccinated children in conflict-affected zones of Horo Gudru in the Oromia Region. This project is dedicated to increasing immunization rates and significantly reducing the number of children without vaccinations in these vulnerable communities.
Position Woreda Liaison EPI (Expanded Program Immunization) /Project Coordinator at Woreda Level
Project Summary The funded Gavi project aims to increase immunization coverage and significantly reduce the number of zero-dose and under-vaccinated children in the conflict-affected zones of Horo Gudru and Kelem Wolega in the Oromia Region. According to 2022 estimates, over 3.9 million children in Ethiopia are either zero-dose or under-vaccinated, with approximately 1.5 million of these children residing in the Oromia Region. In the conflict-affected woredas of Horo Gudru and Kelem Wolega zones alone, there are an estimated 64,732 zero-dose children and 143,128 under-vaccinated children, contributing to frequent outbreaks of vaccine-preventable diseases such as measles. The primary goal of this Civil Society Organization (CSO) engagement project is to address these gaps by increasing immunization rates and reducing the number of zero-dose and under-vaccinated children in 18 conflict-affected woredas across the two zones. The project will be implemented by HUNDEE-Oromo Grassroots Development Initiative Oromia in consortium with Development Association (ODA). Specifically, HUNDEE will focus on 10 woredas in Horo Guduru Zone, including: Hababo Guduru, Guduru, Chomen Guduru, Jimma Rare, Abay Chomen, Horo, Jimma Genete, Horo Buliki, Abbe Dongoro, and Amuru. These are critical areas identified as hotspots for zero-dose and under-vaccinated children in the zone. The project is designed as an 18-month program, beginning in December 2024, and will employ targeted interventions to expand immunization services, address barriers to vaccination, and prevent outbreaks of vaccine-preventable diseases in these underserved communities.
Job Summary Under the direction and management support from the HUNDEE management and Project focal/Manger, the HUNDEE- Regional Liaison EPI (Expanded Program Immunization) Project Manager is responsible for the overall planning, coordination, implementation, monitoring, and evaluation of the Oromia region, HUNDEE-Gavi project including targeted woredas under Horo Guduru Zones. They ensure all project initiatives are implemented to achieve maximum impact as per program and project objectives while remaining on schedule and budget. The HUNDEE- Regional Liaison EPI Project Manager directly manages zonal and woreda field-level program team, finance, and operation teams. S/he will work with the implementing partner, doner organization, field level technical team and stakeholders to ensure that Gavi project objectives are implemented effectively through each objective. Their close working relationships with all technical units ensure program activities are carried out according to the highest standards and remain responsive and appropriate to the local context. The coordinator facilitates partnerships with other implementing partners and the private sector at Regional, Zonal and woreda level to ensure complementarity with existing activities, while ensuring the alignment of project implementation in line with the program’s overall approach. S/he maintains close coordination with the government offices, and Health immunization program participants. to ensure implementation quality and accountability. S/he is also accountable for effective monitoring and evaluation of the program at Regional, Zonal and woreda level and ensures timely and quality delivery of quarterly and annual project reports and documents the impact of the project activities. Her/his close working relationships with all technical units ensure program activities are carried out according to the highest standards and remain responsive and appropriate to the local context.
Job Responsibilities Program Management
- Coordinate and facilitate program planning and review workshops with stakeholders, donors, and consortium to assess performance and promote learning.
- Identify capacity-building needs and lead the design and implementation of training and mentorship programs for technical staff at all levels.
- Conduct joint supportive supervision, mentorship, and monitoring of activities in collaboration with stakeholders and community representatives to ensure quality implementation.
- Assess immunization needs in target areas and adjust programmatic priorities based on findings and emerging challenges.
- Support vaccine forecasting, distribution, and adherence to cold chain and supply chain management protocols.
- Develop and advise strategies to achieve vaccination coverage targets within project woredas and zones within the established timeframe.
- Coordinate the collection, analysis, documentation, and utilization of Expanded Program on Immunization (EPI) data to inform program decisions.
- Establish and support an early warning surveillance system to detect, report, investigate, and respond to outbreaks of vaccine-preventable diseases.
- Prepare and submit monthly, quarterly, and annual project activity reports aligned with organizational and donor reporting standards.
- Collaborate with field staff and woreda, zonal, and regional health office teams to ensure program alignment with government health priorities.
- Commit to supporting efforts to prevent and respond to Sexual Exploitation and Abuse (SEA) allegations and adhere to HUNDEE’s Code of Conduct.
Monitoring, Evaluation, and Learning (MEL).
- Regularly review and adjust implementation plans to align with project goals, using insights from monitoring and evaluation findings.
- Facilitate comprehensive supportive supervision and monitoring visits with stakeholders to evaluate program progress and ensure high-quality implementation.
- Work closely with the regional M&E to ensure consistent quality and accountability across all project activities.

Compliance Management
- Establish a compliance monitoring system with tools to track adherence to organizational policies and donor requirements.
- Ensure the project complies with regulations set by donors, the lead organization, and HUNDEE’s internal policies related to program implementation and resource utilization.
Partnership and Representation
- Actively liaise with regional-level government officials, partners, civil society organizations, and community leaders to foster support and ensure the program’s acceptance.
- Represent the project at woreda coordination meetings, technical working groups, and forums with other actors in the sector.
- Maintain strong relationships with government stakeholders and Communities to ensure program success.
Accountability to Participants and Stakeholders
- Ensure program participants, community partners, and other stakeholders are actively engaged as equal partners in the design, monitoring, and evaluation of the project.
- Uphold accountability to beneficiaries by aligning project activities with international relief and development standards.
Supervisory Responsibility
- Directly oversee project team members at coordination offices, zonal, and woreda levels, including Technical Specialists, MEL Officers, Finance Officers, and Zonal and Woreda Coordinators.
Reports Directly To HUNDEE Liaison EPI (Expanded Program Immunization) Project Manager / Program Manager and Lead organization project manager (ODA)/Donor

Job requirements
Required education and qualification First degree (BSc) in medicine, public health, nursing, or other health sciences, with a graduate degree (Master’s) in public health, epidemiology, or related fields. Additional training in immunization programs and health systems is an advantage.
Work Experience
- Minimum of 3/5 years proven work experience, of which 2-5 in a supervisory/managerial /project coordination position respectively, NGO experience with strong exposure to in public health, expanded immunization, child health or related fields. Previous expertise in designing, implementation, assessment and monitoring of immunization programs is an advantage.
- Very good communicator in English with demonstrated excellent report writing and speaking skills, knowledge of local languages – Afaan Oromo (greatly advantageous).
- Demonstrated critical thinking, problem-solving, and relationship management skills.
- 2-3 years’ experience managing teams, strategic planning, and implementing programs.
- Proven experience developing effective and diverse teams in dynamic contexts.
- Experience or working in the Oromia region with strong contextual knowledge of cultures, especially Oromia region, specially conflict Community.
- Ability and willingness to travel to areas with fragile security situations.
Previous experience managing complex project or consortiums an added advantage.
Skill and Personal Qualities Required
Excellent, communication, interpersonal and report writing skills, technical competence and ability to manage complex working environment;
Proven knowledge of working with Microsoft packages, and ability to prepare various reports in MS Word, Excel, PowerPoint and etc.
Language Ability
Proficiency in Afaan Oromo, Amharic and English languages is mandatory
