1. Position: Special Advisor for Regional TBL/HIV Program
Responsibilities to undertake:-
Under direct supervision of National TB & other lung disease prevention & control program desk lead and under direct supervision of regional communicable disease prevention & control team lead, Special Advisor for Regional TBL/HIV Program will be in charge of the following main duties and Responsibilities’: –
✔ Provide technical support in all aspects of TB, Leprosy and TB/HIV control to respective Regional Health Bureaus and Sub City Health Offices as well as Health Facilities to achieve the planned targets.
✓ Coordinate and involve in Monitoring and Evaluation activities of TB, Leprosy and TB/HIV activities.
✓ Prepare disbursement plan and letter to sub city Health bureaus and facilities based on the proposed detail budget or further amendments and provide follow up support for the implementation
✓ Periodically update the head of the health bureau, the deputy head, the disease prevention and control directorate & communicable disease prevention and control team leader on status of grant implementation pending requirements and the way forward.
✔ Follow and facilitate the verification of the biannual reports, annual PR surveys auditing expenditures and disbursements, independent assessments by the LFA, Auditing and evaluation forms respectively.
✔Participate in planning, monitoring and evaluation of TB, Leprosy and TB/HIV activities/meetings & workshops.
✔ Participate in the national and regional level TB, Leprosy and TB/HIV program supportive Supervision and give timely feedback to regional and subordinate Health bureaus
✔ Develop supervision tools and participate in the TB program supportive supervision to sub city health offices, woreda health office and health facilities providing the services and develop reports and communicate the findings to the head of the health bureau, the department and other concerned bodies.
✔ Participate/facilitate in the development of strategic documents, annual plans and other different documents for the regional program
✔ Participate and contribute in the task of different regional level technical working groups, forums, meetings, workshops to strengthen the regional TB program and to ensure the AARHB directions in any partnership forums

1.1 Requirements: Educational back ground and work experiences:-
Education:- Public Health, Nursing, or Infectious Disease
Work Experience:- At least 16 years of proven work experience in managing and implementing TBL and HIV programs for a Bachelor’s degree,
14 years of proven work experience in managing and implementing TBL and HIV programs for a MSc/MPH, or 12 years of proven work experience in managing and implementing TBL and HIV programs for a PhD degree, out of which there is:-
➤ A minimum of 8 years of proven experience at government agencies, non-governmental organizations, and/or international partner TBL and HIV prevention and treatment-related project context.
➤ Direct experience on working TBL/TB-HIV & MDR-TB program implementation at national/regional/zonal (sub city) level is mandatory.
1. Relevant experience on TB/MDR-TB, Community TB, KP and leprosy program at various level:-
➤ Experiences in implementing the internationally recommended End TB strategies at regional and national level
➤ Good level of Knowledge and insight of national TB program operations
➤ Relevant Knowledge and experience in capacity building on TB program (facilitation skill, training, supportive supervision, coaching)
➤ Having experience working as a member of the regional/zonal (sub city) TB Technical working groups and day to day program implementation level is preferable.
3. Skills Required:
➤ Excellent in supporting sub cities, woreda health offices and health facility staff regarding TB TBL and MDR-TB program
➤ Ability to establish and maintain effective working relationship with staff at regional and sub city level
➤ Computer literacy: Solid computer skills in MS-Office applications including MS Word, MS Excel and PowerPoint, internet and email systems required and good knowledge of DHIS-2 software manipulations (data analysis, interpretations and other tasks) is mandatory.

Background:- corona virus disease 2019 (COVID-19) is an infectious disease caused by a newly discovered corona virus the severe acute respiratory syndrome corona virus 2(SARS-COV- 2)COVID -19 was initially reported from wuhan, china in December 2019 and currently the disease is a global pandemic affecting all countries including our country Ethiopia the global COVID-19 pandemic has been exerting high negative impacts on the health social and economic wellbeing of people in our country.
The ministry of health (MOH)in collaboration with partners has been working on the prevention and response of COVID-19 pandemic to halt its spread and reduce the negative impact of the pandemic so far Ethiopia received 14.4 million dose of COVID-19 vaccine the COVID-19 vaccine introduction will be undertaken in a phased approach based on population risk levels global availability of COVID-19 vaccines and operational feasibility recently as the vaccine supply increased significantly the need for target shifting was made and it is decided for all people above 18 years old and above for AstraZeneca sinopharm and Janssen vaccines and 12 year and above for Pfizer vaccine.
Since the launching of covid-19 vaccine in Ethiopia on 13th March 2021 a total of 8,817,390 target population get vaccinated. The vaccine uptake by the target population took prolonged time as primarily expected due to the vaccine hesitancy caused by mis-information dis information and rumors however due to the low coverage of the population and the continued existence of the pandemic collaborative action to mitigate the pandemic intensification of the control and prevention measures intensified demand promotion and social mobilization activities continued logistics supply and strengthened monitoring and evaluation activates are very crucial to be continued for the COVID-19 vaccination rollout implementation
Purpose:- to provide technical assistance on the zonal COVID-19 vaccine rollout support in the planning and coordination advocacy communication and social mobilization activities cold chain and vaccine management AEFI surveillance and monitoring capacity building activities regarding COVID-19 vaccine and the overall monitoring and evaluation of the COVID-19 vaccination rollout.
Duties and responsibilities:-under the overall guidance and supervision of the zonal health office head the technical assistant will support the zonal COVID-19 vaccine rollout the duties and responsibilities will include.
1. Provide technical support to the functions of the regional taskforces and regional TWGas setting agendas meeting procedures and ensure that decisions and action points are being followed-up and implemented participate in the meeting regularly and minute taking.
II. Support the region to establish and/or revitalize the command post (regional COVID-19 )task force and TWGs to support the service delivery vaccine cold chain and logistics demand generation and communication targeting (micro planning)COVID-19 surveillance monitoring and evaluation of the coverage among at risk groups anti monitoring of vaccine impacts safety of vaccine AEFI (Adverse events following immunization)detection and response.
III. Support the region in the revision/customization of the nationally/regionally developed manuals guidelines SOP, TOR and training materials
IV. Provide technical assistance at regional and lower level to estimate potential numbers of target population that will be prioritized for access to vaccines stratified by target group and geographic location
V. Develop training plan that include key groups of participants content topic areas key training partners and training methods and conduct training vaccinators supervisors and other who participate in the vaccination
VI. Develop and adapt existing surveillance and monitoring framework with asset of recommended indicators (coverage acceptability disease surveillance etc…) for COVID-19 vaccine
VII. Develop and adopt necessary monitoring tools (vaccination cards /certificate, facility based register tally sheets vaccination repotting formats and analytical tools to monitor progress and coverage.
VIII. Identify potential COVID-19 vaccine delivery strategies leveraging both existing vaccination platforms and non-vaccination delivery approaches to best reach identified target groups.
IX. Conduct ongoing readiness assessment on regular basis for the continued COVID-19- vaccination rollout and identify areas for support
X. Support the zonal and lower level demand promotion and social mobilization activities to increase demand and decrease the vaccine hesitancy
XI. Participate in the planning and monitoring of the vaccine distribution and logistics management in the zone
XII. Plan for handling AEFI if happens and make sure on the availability of AEFI kits and forms
XIII. Capture and share lesson learned and good practices that can potentially leverage the routine immunization and outbreak response practices.
XIV. Participate in the regional COVAX intra-action review and post introduction evaluation exercise
XV. Perform any other activity as required by the zonal health office deputy head (health promotion and disease prevention)
XVI. Ensure the operationalization of COVID 19 precautions during immunization services provision

3. Job Title: Regional Grant Finance Manager
BACKGROUND
The COVID-19 pandemic has been affecting the globe at a devastating rate disproportionately both in all low and high-income countries, including Ethiopia, and leading them into difficult crises. The crises are challenging the health status, delivery of essential services, and economy, particularly in the most affected segments of the population, families, and children who are already vulnerable due to socio-economic exclusion, or those who live in overcrowded settings.
The government of Ethiopia, in response to the COVID-19 pandemic, has strengthened its preparedness and response efforts. As part of the response strengthening, the government of Ethiopia and the International Development Association (IDA) have signed a bilateral agreement for COVID-19 Emergency Response project. The project aim, as part of the multiphase programmatic approach (MPA) program, is to prevent, detect and respond to the threat posed by COVID-19 and strengthen national systems for public health preparedness and response in Ethiopia.
MOH is responsible for the overall administration of the project fund which needs considerable efforts to plan, administer, and follow-up. Other federal level implementers, the RHB, other regional implementers, and zones are responsible for the administration of their respective project funds and procurement activities which need considerable efforts to plan, prepare TORS, evaluate-tenders, award contracts and follow-up implementations.
For the effective implementation of this project, RHB is looking for a Regional Grant Finance Managerwho will be responsible for the financial management of the project at regional level, ensure the maintenance of sound financial arrangements in consistent with agreements, manuals and project document throughout the life of the project. The Regional Grant Finance Manager will work closely with project team at regional level and MOH Finance and Procurement Directorate. The Regional Grant Finance Manager will provide the overall supervision and guidance to the project at regional, zone and woreda levels on finance issues and she/he will be the focal person responsible for finance aspects of the project at regional level.
OBJECTIVE
The objective of this post is to ensure that the financial management arrangements of the project at regional level are providing assurance that the funds of the project are used for intended purposes and that the financial management arrangements continue to be adequate. This will contribute to the success of the project as a whole. To this end, the RHB wants to recruit Regional Grant Finance Manager for one year with possibility of extension depending on performance.
SPECIFIC TASKS/ACTIVITIES/
The Regional Grant Finance Manager is responsible for the Financial Management arrangements of the project at regional level and will ensure the maintenance of sound arrangements throughout the life of the project consistent with agreements, manuals and project document and will work closely with project team at regional level, other regional implementers and MOH Finance department. The Regional Grant Finance Manager will provide the supervision and guidance to the project regional, zone and woreda level implementers on FM issues and she/he will be the regional focal person responsible for FM aspects of the project.
The Regional Grant Finance Manager will be accountable to Finance and Procurement Directorate and shall carry out the following activities:
Responsible for the financial management aspects of the project at regional level liaising with MOH, other regional level implementers, zones and woredas; Supervise, follow up and provide guidance on the financial management aspects of the project at regional level;
Maintain adequate financial management arrangements at regional level including (a) budgeting, (b) flow of funds; (c) accounting policies to be followed; (d) accounting systems; (e) chart of accounts; (f) internal controls (g) reporting mechanism; (h) auditing arrangements; and (i) staffing requirements aimed at producing accurate and reliable information regarding project resources;
Monitor the project performance from the financial management point of view including on the fund flow to the regional implementers, zone, and woreda levels. Monitor funds received from MoH.
Ensure all regional and zone implementing entities have opened project specific bank accounts
Carry out prudent accounting and reporting on the use of financial resources in compliance with the requirements of the Government of Ethiopia and the World Bank.
Use government internal control procedures and where there are gaps, design and install internal control systems to help guide the management of project to achieve program objectives. Adhere to or follow up the adherence there of the internal control procedures,
Ensure computerized accounting system is used, chart of accounts are applied, and prepare periodic financial reports of the project.
Support the project in budgets and budget monitoring (Reviewing, justifying, strengthening and approving budget utilization report). Support the project in the preparation of revised project cost estimates by project categories, components and activities at regional level.
Prepare monthly quarterly, and annual cash flow projections and monitor effective disbursement of funds. Prepare all relevant financial reports to the government and the MoH to be submitted to the World Bank after consolidation. For the government based on the requirements of government procedures. For the World Bank, as per the deadline for submission of quarterly Interim Financial Reports (IFRS) to MoH as indicated in the project’s FM manual. He/she is expected to consolidate the IFRS received from regional level implementers and zones.
Have project accounts audited at regional level Make sure that all accounting information is made available to internal and external auditors and answer queries regarding accounting and financial records and statements
Maintain relevant documentation including Project documents like PAD, PIM,, etc; In addition, ensure availability of accounting documents like Payment Vouchers, Cash Receipt Vouchers and Journal Vouchers, Goods Receiving Vouchers. Goods/Store Issue Vouchers, and Goods Return Vouchers; Working formats like store control cards, bin cards and Fixed Assets registers, etc.
Ensure that outstanding audit issues (as per audit findings) and recommendations are well taken and the appropriate corrective actions are taken.
Submit status report for actions taken on the audit findings to MoH for consolidation and submission to the World Bank
METHODOLOGY
The expert will work closely with the Finance and Procurement Directorate to assist in the financial activity and improve the efficiency/quality of work in accordance to Government of the Democratic Republic of Ethiopia regulations & procedures and World Bank guidelines and procedures.
REPORTING
The Regional Grant Finance Managerwill report to the RHB Finance Directorate.
The expert will be based in the project implementation unit in the respective region and will travel to zones and woredas for support and supervision
