Job description
Job summary
Responsible for the treatment, planning and technical supervision of Cholera outbreak response in Yallo woreda. As it is necessary represent the organization technically in the woreda and regional level, coordinates with technical stakeholders and donors, identifies areas of improvement in quality and work together with health and nutrition manager and Health and nutrition specialist.
S/he oversee the proper coordination of outbreak Response together with the health and nutrition manager. S/he is responsible to discharge technical services relating to medical treatment, overall project Planning, implementation, and coordination. Support MTI Health intervention at the field level for the smooth and accurate running of the Cholera outbreak response in Yallo woreda of Afar region specifically in cholera outbreak response for , vulnerable communities, health system strengthening and community health system strengthening interventions, capacity building and supervision following the national protocol. To provide operational guidance to project staff member, and to strengthen Emergency health response project in Afar, Yallo woreda
Job responsibilities
Medical / Technical
- Provide Technical support to health care service providing health facilities in the intervention refocussing Cholera case management
- Support CTC on case management and proper management of cholera cases based on the standard protocol,
- Participate in woreda level EOC meeting and update the overall partnership coordination and feedback to program manager.
- Facilitate appropriate referrals to the relevant referral sites in a timely fashion without delays, when required.
- Facilitate feasible activity, procurement, and spending plan for Cholera outbreak response activities. (Plan & initiate procurement to program activities required for Cholera outbreak response and prevention) within in the grant period.
- Closely work with Hygiene promotion officer on Prevention activities in collaboration with Woreda health office and other WASH partners.
- Participated in different phases of project planning, implementation, monitoring and evaluation on Case management, and cholera outbreak prevention and response related activities.
- Select and conduct capacity building training for HEWs, Community health workers, woreda level RRT, in outbreak affected weeds, with in the intervention area.
- Ensure medical supplies are available and facilitate support in communication with woreda health office, regional health bureau and program manager.
- Provide patient education and instruct on prevention methods for illness, proper nutrition, and hygiene.
- Liaison with the local government and implementing partners in preparation of action plan for implementation of effective outbreak response plan
- Compile weekly and monthly reports required by the Ministry of Health as well as UNHCR/PRM/RRS and provide to the clinic in-charge.
- Follow infection, prevention, and control protocols through maintaining good hand hygiene and appropriately using personal protective equipment
- Prepare weekly, monthly, quarterly, and annual reports to technical and immediate mangers.
- Ensures compliance to program standards at all levels and reports any issues of concern to the line manager.
- Produce and submit weekly outbreak update to Woreda health office, Health cluster /program manager in a timely manner.
- Ensure the Safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies.
Quality Management
- Aiming to achieve the highest quality programming possible within the challenging context of Afar Region , Ethiopia
- Ensure all admitted patients are treated based on the Guidelines of the Ministry of Health in line with cholera case managements protocol.
- Ensure rational use of drugs such that only those essential for treatment are prescribed. Do not over prescribe.
- Provide compassionate and respectful care to all patients who present to the clinic
- Support other staff and colleagues to maintain good infection control practices to prevent the spread of illnesses within the clinic and among the staff.

- Support other areas of the clinic as requested or needed to ensure efficiency and quality of care to all
- Maintain a clean and safe working environment, disposing of waste and sharps appropriately.

Physical conditions
This position requires frequent travel to health facilities located in remote areas with very basic living conditions.

Job requirements
Education, licenses, & certification
- Health Officer or Medical Doctor
Experience
- Health officer, BSC nurse,
- Postgraduate training in Public Health is an added advantage.
- At least 3 years of practical work experience after qualification in a related field.
- NGO experience inclusive of emergency Health and nutrition programs.
- Computer literate, especially MS Word and Excel
- Good knowledge of written and spoken English languages. Afar Af language has an added advantage
- Familiarity with program area is highly desired
Knowledge, skills & abilities
KNOWLEDGE
- Knowledge of humanitarian principles and operations and project cycle management.
- Knowledge of [Country] MoH, WHO, and UN health systems and policies.
- Strong knowledge of evidenced based practices in health in humanitarian settings.
- Basic knowledge of principles and current approaches to monitoring and evaluation in relief and development programs.
Excellent communicator .
Skills:
- Skilled in communications using email, applications including teams, and whatsapp
- Skilled in project cycle management
- Skilled in capacity building and mobilizing staff to achieve a common goal.
- Skilled in relationship building with the ability to liaise with multiple partner agencies.
- Skilled in data analysis and writing proposals and reports.
