Ethiopian Public Health Association (EPHA) would like to hire applicants for the Gidabo Policy Advocacy (GPAC) funded Reproductive Health/Field Family Planning Project Officer Position.
About EPHA
The Ethiopian Public Health Association (EPHA) has been working for more than 36 years, achieving remarkable results in overall health sector development.
EPHA has planned to implement the Gidabo Policy Advocacy Center (GPAC)–funded Reproductive Health/Family Planning grants to expand access to quality and comprehensive family planning services. The project focuses on healthcare workers’ capacity building, quality improvement, community engagement, and strengthening referral linkages. This project will be implemented in 5 Woredas in the East Bale zone of the Oromia Region and 5 Woredas in the Sheka zone of the Southwest Ethiopia region. The project is set to conclude in April 2026.
Therefore, EPHA is looking for qualified Reproductive Health/Family Planning Field Officers (RH/FP Field Officers), one for each zone. Applicants should specify the zone they are applying for in their application.
Key Areas of Accountability/Duties
The officer will be responsible for planning field project activities, closely monitoring their implementation and progress, compiling all accomplishments, and producing technical reports. Specific duties include:
- Prepare an Action Plan: Develop an action plan, including budgeting for project activities.
- Implement Project Activities: Execute project activities as per the plan to ensure timely completion and delivery.
- Monitor Project Progress: Closely track the progress of project implementation.
- Manage Preparatory Activities: Oversee both logistic and technical preparatory activities in advance of fieldwork, such as securing necessary human resources, finance, materials, and supplies.
- Provide Technical Support: Offer technical support to RH/FP service providers working in project health facilities.
- Establish Relationships: Maintain effective working relationships with relevant partners, including healthcare leaders, managers, healthcare workers, community groups, and other implementing partners.
- Ensure Quality Standards: Ensure that the quality of project activities meets the standards, and take measures or recommend directions to improve the quality of RH/FP services in project health facilities.
- Facilitate Supervision: Conduct regular supervision activities and post-training follow-up with focal persons from primary health care units, sharing findings and recommendations with the supervisor.
- Produce Progress Reports: Generate timely progress reports, including both quantitative and qualitative information.
- Document Best Practices: Document lessons learned and best practices to inform strategies and policies in the area.
- Promote RH/FP Services: Facilitate RH/FP service promotion and demand creation activities using existing community-based structures and local media outlets.
- Manage Field Finances: Handle field financial management as per EPHA financial operational manuals, including supporting project cashiers.
- Ensure Resource Efficiency: Ensure that project resources are efficiently utilized.
- Represent EPHA: Represent EPHA on regional or zonal platforms and meetings as necessary.
- Additional Tasks: Perform any additional tasks as required by the immediate supervisor.

Supervision and Reporting
The field project officer is expected to submit deliverables and reports to the Professional Development and Training Department of EPHA and works under the direct supervision of the project coordinator
Duration of Employment: 1 year with possible extension based on satisfactory performance

Education qualification and relevant work experiences
- MPH or MSC preferably in Reproductive Health with a background in Midwifery, Nursing, or Health Officer and at least four years of relevant work experience, of which 2 years as project officer or coordinator preferably RH/FP program/projects, and 2 years in service delivery point/MCH/FP services mainly in providing Long-acting contraceptives.
- BSc in Midwifery, Nursing, or Health Officer or equivalent and at least six years of relevant work experience, of which 4 years in working on projects preferably RH/FP program/projects, and 2 years at service delivery point/MCH/FP services mainly in providing Long-acting contraceptives
- Experience in coordinating projects in humanitarian or conflict-affected settings
- Good experience coordinating or supervising public health surveys and using data analysis software wares e.g., SPSS, Epi-Info …
- Experience of working with INGOs or local NGOs is desired
Clinical experience
- Sound clinical experience in providing long-acting family planning methods mainly IUCD insertion at health facilities at least for one year – written evidence is required
Preferred training
- Comprehensive Family Planning with an emphasis on long-acting FP methods, priority will be given to those having ToT or master TOT.
