Job description
Essential Job Duties
HPCE strategy, activities and monitoring:
- Actively contribute to the design/adaptation of the HPCE strategy / workplan.
- Lead and follow up on the implementation of the HPCE strategy / workplan, according to the chronogram.
- Support participatory approaches and regular patient/community consultations before and during implementation of the HPCE strategy.
- Organizing health awareness sessions for MSF‘s medical and non-medical staff
- Support in the design of health education materials and participatory methods, applying the right process (pretesting, validation of content, translation).
- Contribute to rapid assessments and surveys.
- Actively support in the systematic collection, encoding and reporting of community feedback and rumours.
- Support the implementation of community-based surveillance (data collection, active case finding, tracing, linkage to care.
- Responsible for the planning and organization of community meetings (in collaboration with HPCE Manager).
- Contribute to the community mapping.
- Monitoring: Ensure the availability of the data collection tools; the data encoding in the data base and the quality check.
- Monitoring: Contribute to the analysis of the monitoring data and look for adjustment (in collaboration with HPCE manager), monthly reporting (MMR, sitrep,…).
Team management:
- Contribute to evaluation of the HP team (with the HPCE manager).
- Contribute to the development plan for the HP team.
- Training: Contribute to the needs assessment, design and implementation of training for the HP team, in collaboration with the HPCE manager.
- Organize regular and systematic supervision of the HP activities and provide on the job-coaching.
- Ensure the planning and practical organization of the activities for the HP team (HP roaster). Ensure the organization of regular HP team meetings.
MSF Section/Context Specific Accountabilities
- Support the assessment, development, and adaptation of Health Education materials and other Health Promotion materials to meet the specific needs of the project, ensuring all materials are pre-tested with target groups for clarity, relevance, and effectiveness. In collaboration with the HP manager, contribute to defining and updating the HP/IEC strategy, establishing indicators to monitor HP activities, results, and overall project impact.
- Assist the HPCE manager in evaluating health knowledge within target groups, analyzing local cultural context, traditions, and health perceptions, and adapting health activities to address specific community needs. Contribute to social mapping efforts by identifying key villages, populations, and actors while developing indicators to measure HP activities’ impacts. Conduct qualitative assessments and thematic analysis to evaluate HP activities and outcomes, supporting the HP manager in organizing assessments and research on HP activity impact, identifying strengths and challenges within the HP strategy to reinforce connections between the project and the community.
- Oversee the implementation of the HP strategy within the Korem Project, ensuring effective team performance and supervision of health promotion activities. Collaborate with fellow HP supervisors to create and manage team schedules through monthly rosters, team rotations, and leave plans to ensure adequate staffing for smooth program execution.
- Timely collection and submission of weekly data forms to the Data team for encoding into DHIS 2, and contribute to various reporting processes, including monthly situational reports, MMRs, quarterly, and annual reports with relevant HP activity updates.
- Work closely with the HPCE Manager to maintain relationships with community leaders, Kebele leaders, traditional birth attendants, traditional healers, women’s development groups, youth leaders, religious figures, and other community-based organizations (CBOs). Facilitate regular meetings—whether quarterly, monthly, or as needed—to maintain positive relationships within Korem and surrounding outreach areas. Act as the focal point for networking with local authorities, traditional healers, and other community leaders to support health information dissemination, ensuring strong, ongoing connections with these stakeholders.
- Coordinate and oversee the training, organization, and supervision of the HP team and MoH Health Extension Workers (HEWs), supporting them in work planning, evaluation, coaching, and regular reporting. Organize community visits for HP staff to enhance program presence in their assigned areas.
- Support to engage with communities by organizing blood donation campaigns, monitoring blood bank availability, and tracking the pool of blood donors.
- Support the organization and celebration of specific health awareness days, such as World Breastfeeding Week and Global Handwashing Day, in collaboration with the medical team.
- Review and report community feedbacks and rumors requiring attention by examining different entries. For issues needing response, formulate appropriate actions, which may include operational interventions or corrective feedback. Compile and share regular reports on addressed feedback and rumors with the HPCE, PMR, and PC. For urgent matters requiring immediate attention, ensure timely communication with relevant stakeholders.
- Additionally, monitor inventory, particularly admission kits, overseeing consumption rates and comparing them to admission data. Work closely with the HPCE manager on supply orders, considering lead times, to ensure uninterrupted availability of essential supplies.
Job requirements

Desirable: bachelor diploma in social sciences, social work, behavioral sciences, public health, community health, nursing. Essential: secondary school diploma. |
2. Experience | Essential: At least 2 years’ experience in:
• health promotion • team management experience • program implementation Experience qualitative methodology is highly desirable. |
3. Language | Excellent written and spoken English skills are required; proficiency in local languages is an advantage. |
