Ministry of Health would like to invite competent and interested applicants for the following position.

Background: 

Digital health lead executive office is one of the executive offices in Ministry of Health which is committed to enhancing health systems by avail effective, reliable, secure, and innovative digital health systems to support policy and strategic development, clinical decision-making, patient management, health care provision, education, and research functions of the health sector. Digital Health LEO serve as a bridge between technology and healthcare, ensuring that digital solutions are effectively used to improve patient care, enhance efficiency, and drive innovation within the organization.

Position summary

Senior special advisor for digital health is responsible for providing strategic guidance and overseeing the implementation of critical Digital Health projects that are aligned with the LEO’s goals of driving the adoption of digital health solutions. This position will involve developing and implementing digital health strategies to leverage technology to improve healthcare delivery, supporting healthcare innovation, and improving the efficiency and quality of healthcare services through technology.

Senior special advisor will also advise on the systems that are already implemented in health sectors such as eCHIS, DHIS2, EMR, iHRIS, Supply chain and MFR.

Duties and Responsibilities

Technical Advisory:

• Provide high-level technical expertise in Identifying and assessing the organization’s digital health needs, including gaps in technology, infrastructure, and expertise.
• Evaluating the suitability and effectiveness of various digital health technologies for the organization’s specific needs
• Developing and overseeing the implementation of digital health solutions, ensuring seamless integration with existing systems and processes
• Provide technical advisory to project teams on digital health platforms, including software selection, customization, and deployment
• Provide technical advisory to ensure seamless integration with existing systems, such as eCHIS and DHIS2, eCHIS and MFR, etc…

Capacity Building and Support:

• Providing training and ongoing support to health facilities on the use of digital health tools and platforms
• Identifying and exploring emerging digital health technologies and trends.
• Conduct training workshops on digital health innovations and best practices.

Project Management and Implementation:

• Oversee the planning and execution of Digital Health projects, ensuring they are completed on time, within scope, and within budget.
• Provide technical leadership for the development and implementation of digital health platforms and systems.
• Coordinate with various executive offices to identify and prioritize technology needs.
• Performs additional duties as assigned.

Reporting and Coordination 

Senior Special advisor for Digital Health will report directly to Digital health LEO and will coordinate closely with the Digital health system and service desk.

Duration and Location

This is a full-time position based in Ministry of Health- Ethiopia, with frequent travel as necessary. The contract will be for 12 months, with the possibility of extension based on performance and funding availability.

Reports to:     Digital Health, LEO

Duty station:   Ministry of Health

Required number:    1 (one)

Type & Duration: 12 months’ contract with possibility of extension subject to performance up to the project period.

Salary: 75176.00 (Seventy-five thousand one hundred seventy-six) ETB

Job requirements

 

Qualifications and Experience 

Education:

• Minimum of bachelor’s degree or master’s degree in information systems, Health informatics, Computer Science, Computer Engineering, Software Engineering, Digital Health.

Experience:

• Minimum 12 years proven work experience in system development and implementation for BSc degree or 10 years MS
• Proven experience in developing and implementation of information system preferably in Digital health information system.
• Expertise and hands-on experiences with the following open-source: Comm Care/eCHIS, DHIS2, iHRIS and EMR.
• Proven expertise in health information exchange standards such as OpenHIE, HL7, FHIR and technologies have a plus.
• Strong understanding of data management, security, and privacy principles.
• Familiarity with international best practices, standards, and guidelines for digital health.

Skills:

• Excellent project management skills, with experience using project management tools preferable in Jira.
• Strong leadership and communication skills with the ability to work effectively in a collaborative team environment.
• Excellent analytical and problem-solving skills.
• Excellent project management skills.

ACCOUNTABILITY:

• Both the Civil service and MoH Human Resource Administration rules and regulations will be applied to guide the day to day services of the manager. Excellent analytical and problem-solving skills.
