Ministry of Health would like to invite competent and interested applicants for the following position.
JOB OBJECTIVE:
The objective of the iHRIS manager position at Human Resource for Health Information, Planning and Motivation Desk is to ensure the effective management, analysis, and reporting of HRH -related data using iHRIS, contributing to strengthening national HWF evidence-based decision making and data utilization
JOB SUMMARY:
- The iHRIS manager will play a crucial role in keeping and harmonizing all HRH-related data using the system, ensuring traceability and accessibility. They will be responsible for creating and managing a data pool for HRH, gathering and analyzing requirements for the program, updating new features in the system, follow up and mentoring implementing institutions, capacity building, resource mobilization, tracing challenges and limitation, fixing limitations in collaboration with respective stakeholders, conducting maturity assessments, preparing timely reports. The iHRIS manager will collaborate with other team members to troubleshoot data management issues and ensure compliance with data integrity and security policies.
ROLES AND RESPONSIBILITIES:
- Work on National Health work force data, data collection, organizing, compiling, analyzing and reporting to MoH on monthly, quarterly and annual basis.
- Provide support for iIHRIS Systems including, researching and resolving system related problems, in identifying process flaws, performing scheduled system activities, and recommending solutions or alternate methods to meet the system requirements
- Identify areas of process improvement (efficiency and effectiveness) within the HR Function and recommending solutions, outlining the pros, cons and risks.
- Promote continuous process improvement practices and drive automation and efficiency.
- Provide technical guidance and direction to administrative, technical, and clerical support on the operation and maintenance of the human resources data systems.
- Support the team members in collecting, organizing, analyzing, and manipulating HRH data for decisions making.
- Prepare, maintain, and update employee data for the HR information system.
- Confirm accuracy and integrity of all data entered, maintains data in iHRIS systems and databases and assures information is available on a timely basis.
- Perform group data updates, exports, imports, clean-ups, and researches/reports on any data discrepancies. Support iHRIS system Development and implementation.
- Support on proposal writing for studies to be done by the department related with human resource.
- Providing on-the-job and formal training to human resource data system users using custom software and company applications.
- Generate evidence from the IHRIS for decision making,
- Train HR and business users, including developing training materials, user procedures, guidelines and documentation, and participating in coordinated training events.
- Working with the di9erent technology teams to support with testing and training of HR technology solutions and working collaborative with cross functional and technical sta9 to coordinate the application of upgrade or system fixes.
- Maintain awareness of current trends in HR technology and understand statutory and regulatory requirements a9ecting HR, Benefits, Recruitment and Payroll.
- Deliver routine daily/weekly/monthly reporting and responds to basic to intermediate ad hoc data requests.
- Actively engage & remain informed of new technical functionality released in the system in order to provide guidance to key stakeholders on system capability.
- Prepares reports, graphs, charts and statistics in support of human resources operations.
- Work closely with the HR team to administer and support all HR system technologies and enhancements that improve HR operational efficiency and effectiveness.
- Respond verbally or in writing to inquiries, complaints or problems providing information requiring comprehensive knowledge of researchers and policy makers.
- Act as primary contact for assigned function with outside organizations or other Support development of intervention recommendations to address gaps related to the iHRIS system.
- Provides central support for iHRIS applications, helpdesk operations and/or data reporting to end users which include all agencies, regional Health Bureaus etc.
- Researches and resolves customer inquiries/requests, or system problems, performs scheduled activities, recommends solutions or alternate methods to meet requirements.
- Processes data change requests to update or correct data in the system, and resolves issues and user
- access/security; documents and tracks customer inquiries and resolutions using an internal automated system.
- Explains and applies federal laws, rules, regulations, policies and procedures pertaining to statewide iHRIS. Maintains data integrity by running queries, analyzing data and communicates this information to end users.
- Participates in iHRIS business requirements analysis, system testing and change management of system implementations, upgrades, patches and enhancements.
- Runs, maintains and supports a variety of reports or queries utilizing appropriate reporting tools for ongoing customer needs.
- Runs and monitors system processes to ensure accuracy of data. Maintains reviews and verifies table configuration in system.
- Reviews existing business processes, policies and procedures, identifying opportunities for process improvement and increased efficiency.
- Attends meetings for process deadlines, issue and root cause identification, options for solutions & transition.
- Updates iHRIS procedures and job aids for end users.
- Perform other support as requested by the Ministry of Health, HRDI LEO and by immediate supervisor.

Duty station: Ministry of Health
Required number: 1 (one)
Type & Duration: 12 months’ contract with possibility of extension subject to performance up to the project period.
Salary: 38,646.00 (Thirty-eight thousand six hundred forty-six) ETB
Job requirements
EDUCATIONAL BACKGROUND:
- BSc/MSc/MPH degree in health, computer science, software Engineering, Computer Engineering, Statistics, Biostatistics, Health informatics, MIS, or Information Technology fields.
WORK EXPERIENCE:
- 14 years of proven work experience on HRH data management, data analysis, managing electronic data collection programs and related functions for BSc OR 12 years of proven work experience on HRH data management, data analysis, managing electronic data collection programs and related functions for Master’s Degree OR 10 years of proven work experience on HRH data management, data analysis, managing electronic data collection programs and related functions for PhD.
SKILLS:
- Strong data analysis, interpretation, and report writing skills.
- Previous experience as a data manager with an excellent working track record.
- Experience in managing electronic data collection.
- Proven two years or more of working experience in health data management and analysis.
- Experience in statistical applications such as iHRIS, Epi-Info, STATA, SPSS, CesPro, and ODK.
- Excellent communication and problem-solving skills.
- Ability to handle sensitive information with maturity and professionalism, respecting confidentiality.
- Strong analytical, problem-solving, and decision-making capabilities based on data analysis.
- Proficiency in computer skills, including Microsoft Office and Access.
- Excellent verbal and written communication skills in English.
- Strong facilitation skills.
- Ability to handle multiple tasks, demonstrate self-initiative, and solve problems.
- Proven record of accomplishment in delivering quality performance in highly pressured environments.
ACCOUNTABILITY:
- Both the Civil service and MoH Human Resource Administration rules and regulations will be applied to guide the day-to-day services of the manager.
