Job description

 

Internal /External Vacancy  Announcement 

The Ethiopian Red Cross Society (ERCS) wants to recruit employees in the following vacant positions the details of which are mentioned below.

About the Ethiopian Red Cross Society 

The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 12 Regional Offices, 34 Zonal Branches and 131  District/Woreda Branches, 599 Woreda Red Cross Committee  and 5871 Kebele Red Cross  committees.

ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

Job Summary

Under the supervision of the Health and WASH manager, Senior Public Health specialist is responsible to oversee the implementation of Ethiopian Red Cross Society Health and related operational plan. He/she will work closely with ERCS ensuring health programme is implemented effectively and efficiently in coordination with MOH, EPHI, RCRC, and other relevant stakeholders at national and local levels. Furthermore, the senior public health specialist becomes part of the task assessment, planning and response teams for emerging disasters/ emergencies in the country as directed by his supervisor while is expected to be flexible, supportive of his/her colleagues at the head quarter and branch level.

Duties and Responsibilities 

  • Responsible for evidence generation on health related emergency needs, rapid deployment during outbreaks and public health concerns,
  • Conduct regular monitoring and surveillance and ensure such data are integrated with the EOC dashboard.
  • Support for program/ project design and development.
  • Participate in cluster meetings at federal and regional level with specific to emergency health, HMIS, monitoring, surveillance and data management.
  • Constantly monitor and report the disaster situation and overall context and adapt the orientation or set-up of the operation.
  • Coordinate all aspects of public Health in emergency program duties, such as preparation of plans, following up on timely and quality implementation and reporting.
  • Support regional/zonal branch field teams in timely planning, implementation, monitoring and reporting (including financial) of public health in emergency response activities.
  • Provide supportive supervision of public health programs in operational areas, providing trainings and technical assistance.
  • Ensure the preparation and timely submission of quality narrative and financial reports as per ERCS procedures and donor requirements, deadlines, and reporting formats.
  • Closely follow up the transfer of budget from the partner to ERCS and from ERCS to the branch, monitors the proper and efficient utilization of the budget with emphasis of identifiable and verifiable expenses of the program/ project approved budget.
  • Report regularly to the Health and WASH division and DRM department and provide update to the Partner or donor on the status, challenges faced and actions taken of the program activities.
  • Maintain and ensure the confidentiality of all related information of the project by implementing the National Society’s relevant policy and procedures.

Coordination & Representation

  • In consultation with the Health and WASH division manager, liaise with external partners, including government partner offices, NGOs and other relevant stakeholders.
  • Act as a liaison between the organization and relevant stakeholders to ensure efficient inclusion of the high risk and vulnerable groups of the community.
  • Establish and promote smooth communication among the partner, ERCS HQ, regional branches and field level staffs, beneficiaries and the community at large.
  • Contribute to coordination and sharing of lessons learned, good practices and tools with ERCS and other stakeholders.
  • Represent ERCS in national Health cluster and other public health emergency taskforces in meetings and workshops.

Project design & development

  • Support the ERCS with development of new project and program proposals within his/her field of expertise.

Work Unit: – Disaster Risk Management Department.

Terms of employment: – Contract for one year   

Salary:- Negotiable

Job requirements

 

Qualification Requirements: 

  • MSC and/or BSC degree in Epidemiology, Public health, Medical Doctor and other relevant field of expertise.
  • Minimum of 8 years of relevant work experience in second degree / 10 years of experience for first degree respectively in relevant areas.
  • Proven public health in emergency projects/programs management and coordination skills and experience.
  • Relevant 3 years NGO supported public health in emergency projects/programs management experience and expertise is required.
  • Proficiency in English language (written and oral).
  • Commitment to Ethiopian Red Cross values and ethical standards.

Key competencies

  • Excellent coordinator and communication skills with strong interpersonal and coaching skills.
  • Demonstrated orientation on results, process, and people.
  • Cultural awareness is essential and previous experience in a multi-cultural environment.
