Background of the Project

The WASH for Trachoma Elimination (WASHTRA) project is designed to contribute to the sustained reduction of the prevalence of Trachomatous inflammation– follicular (TF) to < 5% through sustained change in facial cleanliness and handwashing practices of the community; use of improved sanitation and integration/mainstreaming of trachoma and WASH interventions in 8 woredas in 4 zones of the Oromia region.

Purpose of the Job

SNV is seeking applicants for Woreda/Community Promoters for the WASH for Trachoma Elimination (WASHTRA) phase 2 project. The purpose of this position is to ensure the facilitation of the project activities implementation and linkage with the different WASH sectors including WASH COs, communities, and other stockholders in the woreda including the WASH and NTD coordination forums. The post holder is responsible for the delivery of results in line with pre-agreed program plans and objectives and oversees woreda-level project implementation at all stages throughout the project cycle.

Job Description

Project Planning, Implementation, and Reporting

  • Play a facilitation role in project implementation, monitoring, and evaluation, assessing the outputs, outcomes, and impact of the project interventions and activities in the woreda of assignment.
  • Initiate and supervise project activities (water works, hygiene promotion, community and school sanitation, and other project activities in the woreda).
  • Work closely with the Woreda WASH and NTD Teams, and support linking with the zonal WASH and NTD teams for coordination, information sharing, and project implementation.
  • With the guidance of the SBCC Advisor, Marketing and Capacity Building Advisor, and the WASH Engineer, identify, examine, and incubate Private Local Service Providers (PLSPs) to deliver water schemes operation and maintenance, quality sanitation products, identify the barriers, enablers, influencers, channels, and opportunities for behavior change and all water and sanitation infrastructure development and proper use by the community.

Partnership development and strengthening

  • Participate in regular sector coordination with community, woreda, and zone coordination fora,
  • Coordinate with Water, Health, Education, Labour and Social Affairs, Finance, Small and Micro Enterprises, Women and children Affairs, and other sector offices and community members to ensure that community capacity is developed.
  • Work with Woreda Water office and Kebele leaders to create WASH Committees/Water Users Associations and disabled people’s organizations (DPOs). Closely work with the Woreda Health office, Health Extension Workers (HEWs), Women Development Army (WDA), disabled people’s organizations (DPOs)
  • Ensure that all people, regardless of gender, sex, or disabilities benefit from, and are empowered by improved water and sanitation services, and hygiene practices.

Knowledge Management, Learning and Innovation

  • In Coordination with the WASH Communication Officer, capture lessons learned, stimulate internal and external knowledge exchange, and suggest ways how to translate this into practice to the PM.

Job requirements

 

Qualifications

Education and Experience

  • Bachelor’s degree in Public Health, Behavioural Change Communication (BCC), Water Resources Engineering, or relevant Environmental Health and Hygiene-related disciplines.
  • At least 3 years of community-based proven experience in undertaking activities aimed at Behaviour Communication Change (BCC) and capacity building of government staff and institutions to effectively construct, manage, and maintain WASH services.

Required skills

  • Organizational skills and a strong track record in meeting deliverables deadlines.
  • Strong English and local language communication skills, both interpersonal and written.
  • Strong data analysis and reporting skills.
  • Commercial drive and quality orientation.
  • Competent and motivated.
  • Ability to work independently and under stressful conditions.
  • Have a valid motorbike riding license.

Additional Information

Contract Type: National

Expected start date: As soon as possible

Duty Station: Agarfa

Contract Duration: Until June 2025 with the possibility of extension based on performance and budget availability.
