Introduction
Amhara Regional Health Bureau in collaboration with CDC project will deploy the following vacant position.
Positions:-

1. Position: Regional HIS specialist
No. of position -1
Location – RHB
Job summary
The Regional HIS specialists are responsible to manage the data base of the comprehensive HIV/AIDS activities of the region. S/he is accountable to the senior HIS, M&E Advisor and M&E directorate. Conducts the following major activities
- Compile data and ensure the quality of data collection of the region
- Facilitate the use of program data for decision-making.
- S/he will have active participation in developing forms and electronic-based systems in collaboration and cooperation with the regional staffs
- Develop Database system for non HMIS indicators
- S/he will maintain back-ups of relevant data files/stores and databases in manner that can facilitate readily available data/information to meet information needs of decision makers.
- Provide computer maintenance for systems with PEPFAR data in the regional health bureau
- Provide capacity building and technical support on computer related issues at each level (regional, woredas, district, town, etc.)
- Provide assistance on monthly, quarterly and annually report preparation on data cleaning, generating and reporting and analysis
- Provide phone call consultation for HFs, Woreda, zonal and regional staffs
- Recognizes computer knowledge, skill and other gaps and provide corrective action at each level
- Monitor and closely support the implementation of ART Smart Care and Redcap for CBS
- will be responsible to manage software and hard ware maintenance, design, install, update and maintain of different databases, technical support for travel shooting, updating websites, capacity building & update of antivirus in towns and regional level

Job requirements
Educational background and Work Experience
– MSC in information Technology/Computer Science/ Information System/Computer Engineering /Software Engineering/ Al and Data Science/ Health informatics with first degree in computer science/IT/ICT/soft Ware engineering/computer engineering/Health informatics/MIS/ Data base administration
– Five years’ work experience
– Knowledge and skill of database administration, Programing language, Software development, data management and development of ART smart CARE, DHIS2, EMR, eCHIS, have added value
– Excellent written and verbal communication skills with good command of English & Amharic languages
➤Flexible, proactive, and able to organize work independently with minimum supervision
– Excellent interpersonal interaction skills and keen to work with good team spirit
– Proficient in computer and internet skills, including word processing, database and presentation software; experience with MS Word, Excel, PowerPoint, and statistical analysis programs (SAS, SPSS, STATA, Tableau and others.) is required.

2. Position: HFs Level HIV Case Detection, Linkage & Care and Treatment Coordinator

Job summary:
The Facility level HIV Case Detection, Linkage and Care & Treatment Coordinators will be responsible for the implementation of HIV testing, linkage, rapid ART initiation, retention and viral suppression of the site.accountable to zonal HIV officers and project staffs
Roles & responsibilities:
- He/she will lead and coordinate the development of facility level micro-
- planning to implement comprehensive HIV/AIDS services in line with three 95
- He/she will support HF in implementing case detection packages of services to enhance case finding
- He/she will also support packages of services are optimizing PITC using HIV risk-screening tools in both adult & under-5 clinics, index case testing, unassisted HIVST, and social-network strategy (SNS) to meet zonal level HIV positive targets
- She/he will closely support the implementation of CBS activities including ensuring the functionality of the HIV response monitoring team at facility level
- She/He will monitor and support the facility to minimize testing, linkage, and rapid ART initiation missed opportunities
- He/she will also support the two ways facility to facility and community to facility linkage of clients.
- He/she will ensure the engagement of HTS providers, ART providers, MSGs, and case managers to provide counseling to all identified HIV positives and document linkage to ART.
- Will closely monitor and review the implementation of new initiatives such as operation triple zero, cervical cancer screening & management; second & third line ART initiation.
- He/she will monitor and support viral load testing for all clients at ART and PMTCT clinics and ensure the fast tracking of HVL client and enrollment to EAS.
- He/she will also follow the implementation of the TPT accelerated plan to ensure that all eligible clients took TPT.
- support health facility staffs in providing multi-month dispensing and monitoring retention of KP clients on ART or on PrEP.
- He/she will ensure that the monthly retention or currently on ART status of KP clients reviewed and timely feedback given to zones and KP health facility.
- He/she will monitor linkage, referral, rapid ART initiation, retention and viral suppression HIV positive clients.
- He/she support HFs to do death auditing, lost to follow up tracing. Closely work with NAPHAD to improve adherence, retention in care and LTFU tracking. Ensure the implementation enhanced lost to follow up tracing activities in the facilities; line list, conduct phone calls and ensure volunteers and or CMs engagement in lost to follow up tracing activities.
- Ensure the achievement of 95% retention among health facility.
- He/she will also follow the integration of cervical cancer screening and management, mental health screening and management. Conduct deep dive data analysis regarding case detection, linkage, ART initiation, retention, viral load
- testing, suppression and EAS and develop PIP for identified.
- She/he will serve as a focal person, monitor, and report performance on regular basis.
- She/he will identify, document and share the best experience regarding case detection, linkage, treatment, retention and viral suppression.
- She/he will also perform additional activities assigned by their supervisor

3. Position: Zonal CDC-Project Finance and Administration officer
.

Duty Station: Waghimera Zones HD
The zonal- CDC-Project Finance and Admin officers are accountable to the regional finance and Administration manager and zonal health departments. S/he will manage funds associated with this project, including the following major activities:
- Review partners’ liquidation documents for the accuracy, validity in light of CDC requirements and record the transactions in the system.
- Code financial transaction, verify cash and check payment
- Conduct regular bank reconciliation
- Maintain fixed assets register and conduct weekly petty cash count.
- Prepare and pay salary and related payments on time.
- Support and monitor the financial management of HFs in respective zones.
- Verify, settle, record SOE and timely submit to the region.
- Produce and analyze monthly financial and management reports and shared to ZHD
- Provide technical support for HFs which uses the project budget
- Facilitate timely procurement of equipment, supplies and other commodities
- Responsible to financial monitoring activities planned under other public health priorities of other than HIV programs of the project.
- Maintain good filing of agreements, project documents.
- Makes sure that all partner liquidation documents are accurate, valid, and supported by the necessary source documents
- Provide technical support for the program staff regarding the overall financial management and processing
- Participate in the meetings with project management team as needed and take action as recommended in the progress meeting.
- Review the expenditures are as per the donor agreement in terms of allowable expenditure
- Prepare interim and final financial reports to regional health bureau timely and accurately using the right template.
- Provide the necessary documents and justifications as required during auditing.
- Prepare reports of projects as required by program department to assist them in their project management.
- Provide necessary periodic reports to the program team for their analysis and to make informed decision.

Job requirements
Required Education, Training & Experience:
– MBA or MSC in accounting and finance or MSC in accounting and auditing or MSC in banking and finance or MSc in baking or insurance or MSC in corporate accounting or MSC in accounting and investment or masters in economics or master’s in business management with first degree in accounting
– 4 years for 1 and 2 years for 2nd Degree experience as finance officer or Admin and finance manager or finance director or finance case team lead
– Trained in financial management software like Peachtree/ recently developed software is mandatory
– Proficient in computer and internet skills
– Excellent written, verbal and inter-personal communication skills with good command of English & Amharic languages
Term of employment … Contract up to September 30, 2024 G.C with possible extension
