Progynist, a civil society organization was established in 1997 with a vision of Ethiopia with a vibrant democracy that ensures women’s fair share in decision-making, available economic and social resources, has been promoting the human rights of women by constructing women focused social and economic infrastructures and by engaging the different actors to discuss and own issues related to Gender-based violence. It has also been working for a strong community engagement towards women’s rights to accede to decision making levels, women’s access to education and modest health and sanitation facilities, and economic strengthening through provision of financial literacy trainings and microloans to women entrepreneurs.
Activity Overview
Progynist seeks an experienced Finance Officer for USAID-funded Empowered Communities Activity (ECA). The goal of USAID ECA is to strengthen community systems and platforms to improve Reproductive, Maternal, Newborn, Child, Adolescent Health, and Nutrition (RMNCAH-N) outcomes. USAID ECA aims to address the social, cultural, political, and economic determinants that underpin health, and seeks to build partnerships with other sectors in finding solutions for better health outcomes.
Job Summary:
Reporting to the Project coordinator and technically supported by the MERL Manager at Progynist head office, the MERL Officer works in close collaboration with program teams to optimize monitoring, evaluation, reporting and learning capacities and opportunities for the ECA implementation to ensure high-quality programming for the clients we serve and support. The MERL Officer oversees, leads and implements MERL activities of the Cheha project coordination office and its other 3 sites. In addition, s/he is expected to work closely with community outreach workers, woreda government sectors, health facilities and other relevant stakeholders in the planning, implementation, monitoring, and sharing of lessons and learning of project activities interventions at woreda, Primary Health Care unit, and kebele levels.
Specific Duties and Responsibilities:
- Support all technical aspects and actions of MERL activities for the ECA sites; respond to program needs; foster high standards and practices for quality data collection, analysis, and reports.
- Implement and support the organization’s MERL systems and approaches as well as that of the ECA in h/is areas of expertise and foster learning.
- Represent Progynist ECA MERL department at technical meetings, forums, and other events.
- Lead the access and use of data for shared learning, sound decision-making, and data-informed programmatic adaptations.
- Document and share learning evidence, and data from project activities to ensure continuous improvement in the project cycle management.
- Implement ECA monitoring, evaluation, learning plans (AMELP), data collection tools, follow-up on processes at each site for data management, and conduct data quality checks, and audits.
- Undertake regular analysis of monitoring data and work closely with program officers and managers to facilitate decision-making for real-time program adaptation.
- Prepare and transmit quality reports and KPI updates that foster learning and decision-making and share in project cycle management meetings and team meetings.
- Prepare, review and make sure that all reports to be submitted to the Government partners and donor are complete, consistent and accurate.
- Identify, document, and share client feedback to improve services and results for our clients.
- Support deployment of surveys such as baseline and end line evaluations in collaboration with the project coordinator and the site/district/woreda coordinators.
- Support the use of standard mobile data technology to enhance timeliness and quality of data collection, and analysis per the guidance from USAID ECA partners PH/JSI.
- Regularly conduct follow-up visits, supportive supervision, performance review meetings, and experience sharing jointly with community out-reach workers and government stakeholders.
- Prepare and submit bi-weekly, monthly, quarterly, and annual progress reports to the project coordinator and to the MERL Manager at the head office.
- Identify, document, and share success stories, lessons and learnings.
- Follows any other responsibilities assigned by the supervisor.

Qualification
- BSc/BA in Public Health, Monitoring and Evaluation, Economics, Statistics or related fields.
- A minimum of three years of progressive relevant work experience for BSc/BA and one year of relevant experience plus a postgraduate degree is preferred.
- Experience in analyzing, synthesizing, documenting and presenting results of data.
- Experience with USAID-funded programs in Ethiopia is advantageous.
- Strong communication, interpersonal skills, promoting team work and effort.
- Strong training and meeting facilitation skill is required.
- English language proficiency, with the ability to write reports.
- Able to work with minimum supervision.
