BACKGROUND:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their lives. The IRC works with people forced to flee from war, conflict and disaster and the host communities which support them, as well as those who remain within their homes and communities. We began work in Ethiopia since 2000 and currently implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

The IRC has a focus on narrowing the gender gap in humanitarian aid and ensuring that we contribute to gender equality, diversity, and inclusion in both our programs and operations by working to establish a context where our clients (including those from minority groups) enjoy the same rights and opportunities as well as an equal access to services. Job Overview:

The Clinical Nurse Officer with the direct supervision of the Health and Nutrition team leader. Clinical Nurse Officer is responsible to oversee the project at Charati woreda of Afder zone and Gota Biki and Erer Woredas of Siti zone. She/He will be timely reporting and supporting the HCs and Hospitals Health in any related Clinical Nurse activities and any other work required by the project in Target Woredas and maintenance of Partially damaged health and Nutrition sites.

Major Responsibilities

  • Closely follow the implementation of the clinical services program and agree with the overall consultation Program activities according to the IRC and national standards.
  • Ensure that Clinical service is integrated with all maternal and child health services such as under 5 OPD, EPI, and ANC.
  • Facilitates the training under the project regarding Clinical management.
  • Supports and liaise with the health center staff and provide on the job training and capacity building.
  • Select and establish counsellors on Clinical management from the health facilities and the community.
  • Establishment and strengthening of MTM support groups, train them, and close follow-up for supporting clinical out-patent program promotion activities.
  • Assess and diagnose clinical cases for all PLW coming for other services, for screening, and at the community.
  • Make sure that the health staff have adequate training on providing proper clinical management activities.
  • Conduct formative assessment for key behaviors and skills for clinical intervention and develop culturally appropriate and effective IEC materials and adapt it to the day-to-day counseling.
  • Creates and maintains relationships with local health and other authorities and try to link clinical service intervention program with the existing health structure smoothly.
  • Makes sure that health professionals from the health facilities to participate on the daily routine work for sustainability and smooth phase out strategy,
  • Provides technical support and training where required to all team members, outreach team including health extension workers and community volunteers on clinical management.
  • Works and liaise with any local health workers to integrate the health service delivery program from the start in annual and quarter planning of health facilities.
  • Support and ensure record and report of clinical service activities at health post and health center level.
  • Organizes monthly report of community mobilization, clinical intervention, and report on time to the Project Manager, Nutrition and provides updates when needed.
  • Reports any problems in a timely manner to the Health& Nutrition Team Leader.
  • Work with CMAM officer, OTP/SC Nurses, IYCF officer, Mobile health, and nutrition team for integrating clinical practice promotion activities to their daily health and nutrition works.
  • Provide health education at MHNT sites,
  • Record and registration of consulted/treated for clinical cases, including referral facilitation.
  • Prepare, compile and timely submission of child health and clinical case services report,
  • Manage child health and nutrition products/drugs stock, follow up on the stock level, utilization, and balance and notify early shortage to MHNT team leader,
  • Capacitate and assist HEWs in providing child health services provision,
  • Compile and submit stock consumption reports.
  • Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs.
  • Perform additional responsibilities as required by the MHNT Team leader and senior Health and Nutrition officer.
  • Continuously upholds the image and values of the IRC.

Safeguarding Responsibilities: –

  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion, and cohesion in IRC [team/office]
  • Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.

Job requirements

Educational Requirements

  • BSC/Diploma in Nursing, or Public Health (Senior Clinical/Public Nurse or above).

Preferred experience & skills:

  • Minimum one year for post-graduate, two years working experience for Degree, and five years’ experience for Diploma holders out of which two years’ experience directly related to emergency health & nutrition-related fields Knowledge, training, and experience in clinical case management a HCs and Hospitals, IYCF and community mobilization/BCC
  • Demonstrated skills in program planning, implementation, and monitoring.
  • Demonstrated skills in peer group training, Training of Trainers, and development of training materials.
  • Proficiency in spoken and written English and Local language.
  • Strong computer (Microsoft skills), all, and interpersonal skills.
  • Demonstrated ability to work effectively in a team environment.

Language Skills:

  • English language speaking, and writing capability are mandatory plus Local Language is advantageous.

Certificates or Licenses:

  • Professional Licenses and other training on thematic areas and certificates are advantageous.
