Introduction

 

About the Project

The Ministry of Health initiated the Capacity Building and Mentorship Partnership (CBMP) program with six local research universities to realize the information revolution vision in 2018. For the last five years, the CBMP program supported more than sixty woreda and shows considerable progress in those woreda’s by providing overall capacity building and mentorship support to woreda’s and facilities. In addition to the Ministry support, the program also leveraged support from Doris Duke Charitable Foundation (DDCF), USAID and others. This year, CBMP 2.0 is launched with continued funding of the ministry and additional fundings from Bill and Melinda Gates Foundation.

The vision of CBMP is strengthening digital health, data quality and information use culture towards attaining one of the HSTP agenda; Information revolution in one hundred woredas in the country.

The specific objectives of the project include

  • Improving data quality and transformation of health information at subnational level
  • Improving the culture of data use for informed decision-making.
  • Transforming digital health and HIS at Health facilities
  • Improving the capacity of RHB and Zonal HDs on data analytics and evidence generation
  • Expediting the digitization process through engagement and partnership with local Universities
  • Build implementation science research capacity at universities to inform policy makers.
  • The CBMP program got an additional catalyst grant through the MOH from Doris Duke Charitable foundation (DDCF) with the aim of Sustaining the African Health Initiative Community of Practice for the next three years. As part of this funding, a senior Implementation research fellow is needed to lead this capacity building and to document all the significant works done in the last five years through the DDCF support.

The research fellow will be engaged with the six CBMP implementing universities in conducting embedded implementation science research with specific focus on implementation science research, digital health, big data analysis, and data triangulation using existing data sets from available sources including HDSS data or other national sources.

The project will be implemented in collaboration with Columbia University in the City of New York Department of Population and Family Health- the prime recipient of the DDCF catalyst grant-, and the employment contract will be signed with Habtech Solutions Inc of Virginia, USA, the Grant Manager for this project.

Job description

The successful fellow will mostly be based at Ministry of Health and CDHI to closely work with CBMP universities. The fellow’s task will be to do Implementation science research and support advocacy and communication initiatives. Expertise in implementation science research, Health systems and strong quantitative and qualitative expertise are expected.

The successful applicant will have the opportunity to collaborate with diverse team of experienced and internationally recognized senior health system and digital health researchers and health service providers to tackle the fundamental challenges that impede the implementation of efficient and effective digital health systems. The team will make crucial contributions to national digital health policy and practice by translating these insights into improved digital health design, implementation, and health system performance.

Salary and conditions of appointment

The research fellow will be paid a gross salary of $1500 monthly. The payment will be made in accordance with the exchange rate. The fellow with one year-long appointment with possibility of extension will be eligible for up to two weeks per year of personal illness or family care leave. The fellow will be eligible 22 working days of annual leave. All fellows are granted time off without loss of pay or stipend for holidays observed during the appointment period.

Duty Station: Addis Ababa, Ethiopia.

Number of Post: one

Contract: 1 year with possibility of extension

Requirements

Specific duties and responsibilities

  • We are seeking the following essential skills:

Education

  • A PhD in Health Informatics, Public Health, Biostatistics, and other relevant areas.

Experience

  • Strong experience in the Ethiopian health system and implementation science research.
  • Open only to academic staff members of CBMP universities (Addis Ababa, Gondar, Haramaya, Hawassa, Jimma and Mekelle Universities)
  • Strong background in quantitative and qualitative research with exceptional analytical skills, including an outstanding track record in peer-reviewed publications.
  • Demonstrated ability to work both independently and as a member of an effective team.
  • Applicants should be Ethiopians working in universities or other governmental organizations
  • Prior fellowship and research and fellowship experience in IR is an additional value.

Desirable skills

  • Understanding of the Ethiopian Health System and digital health.
  • Experience in successful research supervision.
  • Strong written and oral communication skills.
  • Demonstrated ability to contribute to academic life, administrative tasks of the CBMP program/CDHI and a commitment to diversity in the workplace.
