Job Description
.
NORCAP in cooperation with the African Union (AU) is hiring the Technical Officer to the Director of Health and Humanitarian Affairs.
The Technical Officer position is for an initial period of one (1) year, the first three (3) months of which shall be on probation. The assigned duty station is Addis Ababa, Ethiopia. This is an English-speaking role and to be eligible to apply, you must be fluent in English (written and verbal). Knowledge of French language or another EU country language is an asset.
African Union
The African Union (AU), established in 2002 as a unique Pan-African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion, and cooperation among the peoples of Africa and African States as well as fostering international cooperation. Its Headquarters is located in Addis Ababa, Ethiopia.

RESPONSIBILITIES
Technical Officer will also be responsible for facilitating the smooth running of the Director’s office, dealing with highly confidential and sensitive issues, analyzing situations accurately, and providing timely advice to enable the Director to take effective action.
Main Responsibilities
- Assist in following up on the activities of the directors, including work planning and schedules, monitoring and evaluating progress made in line with a predefined strategic plan.
- Suggest new and expand on existing policy areas for planned research.
- Contribute to conducting analysis and generate accurate reports promptly for the Directorate and AU’s internal use.
- Assist in setting the overall research direction of a relevant policy area.
- Participate in the organization of relevant meetings, congresses, and conferences with stakeholders.
- Engage with relevant mid-level stakeholders and develop working relationships. Support the promotion of the activities of the Director’s office including preparing leaflets, guidelines, and fact sheets.
- Assist in drafting reports and participate in the preparation of budget and work programs related to the functioning of the Unit/Division.
- Provide technical support to internal and external stakeholders.

Academic and Work Experience Requirements
Education:
- Master’s degree in Humanitarian Studies or Public Health, International Development, Social Sciences, or Communication;
- Initial training in human medicine is an asset.
Language:
- Fluency in English is a requirement. Fluency in French is a high advantage.
- Knowledge of another language of the African Union Commission is an asset.
Work Experience:
- At least two (2) years of post-graduate professional experience in a relevant field, with experience and interest in international humanitarian development. Preferred experience in a similar Special Assistant position, with direct exposure to the highest levels of the organization, advanced writing and analytical skills, and strong relationship management skills.
- Experience working with the African Union Commission will be considered an asset.
