Job Description

Ministry of Health would like to invite competent and interested applicants for the following positions.


Under the supervision of the women and social affairs Inclusive executive, the Gender and Human right officer lead the gender mainstreaming activities in All regions with the emphasis on different aspects of programmatic and institutional gender mainstreaming. The Senior Gender and Human Right Technical Advisor is responsible for gender mainstreaming and proactive technical support to the organization. S/he will work with all departments and partners to ensure that gender equity principles are incorporated into all policies and activities. S/he will plan, implement and follow up on gender-related activities and provide support to Counterpart staff, partners and grantees on mainstreaming gender in their programs and activities, including design and implementation of trainings on gender-related topics.

Major duties and responsibility

  • Work closely with the WSA inclusion executive and WSA inclusion executive Team to develop a detailed strategy and work plans aligned with Gender mainstreaming and Human right officer goals and objectives, ensuring that its approaches are consistent, technically effective, evidence-based and innovative;
  • Provide strategic analysis and recommendations for improved programming, based on the needs and existent experiences in the field, and in regional practices;
  • Provide support, training and technical assistance to the health work force on gender and related topics.
  • Ensure gender integration in the day-to-day activities
  • Provide support to all departments specific to gender mainstreaming, with particular emphasis on helping relevant departments analyze program implications for men and women in various communities and ways to address issues. The incumbent should ensure that the gender checklists are used and should be able to work with various departments on revising and revisiting the gender sensitive indicators for improved mainstreaming.
  • Design and implement trainings for Counterpart and regional health work force on gender and human right related topics and mainstream, including but not limited to gender awareness and integration, humans right program management, gender inclusiveness toward more efficient and effective organizational operation
  • Develop bi-weekly, monthly and quarterly reports on WSA excutive activities.
  • Participate in gender-related events (meeting, workshops, conferences) and network within the country in-order to stay updated about gender related development
  • To train, support and coordinate field project teams on all gender related activities.

Location : Ministry of Health, Addis Ababa

Reports to: Women and Social affairs Inclusive, EO

Employment Type &Duration: Duration of contract: One year, renewable based on performance and availability of funds

Required Number: One (1)


Job Requirements

Educational background:

  • S/he must have at least Bachelor’s or Master’s degree in Gender Studies, Human Rights, sociology, Psychology, Social Anthropology, Special need or Political Sciences, Public Health.

Work experience:                  

  • S/he must have at least 12 years for Bachelor’s degree or 10 years of work experience as in human rights or gender affairs or GBV or social inclusion.
  • Computer literacy: Routine use MS-office applications, including Word, Excel and PowerPoint; and internet and email systems required.
  • Ability to use additional statistical analysis packages is an advantage.


  • Both the Civil service and MoH rules and regulations will be applied to guide the day to day activities and performance of the manager.

As new priorities emerge, the MoH may periodically revise this TOR for this position.
