Job description
Terms of Reference (TOR) Regional and/or Zonal -Level consultant for Measles SIAs (Ethiopia)
Background
In 2012 GC, Ethiopia adopted the regional measles elimination strategy (reSolution
AFR/RC61/R1) to eliminate measles by 2020 or beyond. In addition to the vaccination
Measles vaccine at 9 months of age in the routine immunization system, the country introduced the second dose of measles vaccine in to the routine immunization system in Feb 2019. Similarly, the country conducted several rounds of catch-up and follow up measles vaccination campaigns at national and sub-national levels. The most recent SIAs were conducted in 2016, 2017(9 month to 15yrs), and 2020 (9month to 5yrs) with an administrative coverage rates of 94%, 93%, and 100% respectively.
Despite, the efforts made for achieving the goal of measles elimination, the country is in slow progress in improving the routine immunization coverage. The findings of 2016 EDHS and 2019 MEDHS revealed national measles coverage of 54% and 59% respectively, which is significantly lower than the reported administrative coverage. Likewise, 2021 WUENIC report also indicates lowest MCV1 and MCV2 coverages, i.e. 54% and 46% respectively. Presence of vaccination dropouts and pockets of low coverage in hard to reach and pastoralist areas, interruption of immunization and other services in different areas due to conflict, COVID 19 pandemic, remote agrarian and urban slums have resulted in overall low measles population immunity in the country which might create a possible measles outbreak by 2023 if the susceptible population is not reached through mass vaccination.
Considering the above low coverage and higher risk of measles outbreak, Ethiopia planed nationwide integrated follow-up measles and nutrition campaign (VIT A, Deworming and nutritional screening) in December 2022 targeting 15,445,156 children aged 9 to 59 months. To ensure the quality of integrated Measles follow up campaign and Vit-A, Deworming, and nutrition screening implementation at regional, zonal, woreda and PHCU levels, the Federal Ministry of health with the support of GAVI is planning to deploy technical assistants to selected priority zones and or regional health bureaus in all regions of the’ country. The technical assistants will also strengthen routine immunization and COVID-19 vaccination services at the assigned Zones.
