Our intervention in Ethiopia focuses on Climate Resilient Water, Sanitation, and Hygiene; Gender-Based Violence; Peacebuilding; Faith-Based Climate Action; Humanitarian Emergency Response. In 2021, NCA/E has also launched a new initiative called Renewable Energy, Greening, and Sustainability Program.
We are currently operating in seven regions: Amhara, Gambella, Oromia, Somali, Southern Nations Nationalities and People’s State, Sidama, Tigray, and at the Federal level. NCA Ethiopia is seeking to fill the below-mentioned position for the emergency response projects to be implemented in Somali Regional State. Job Summary:
The Senior Officer position is a new position under the Humanitarian response program to provide technical and managerial support for an emergency project to be implemented by NCA in Afder zone of Somali region.
The position holder will be responsible to provide overall support in his/her respective woreda on the development, implementation, monitoring, and follow-up of NCA’s humanitarian response program supported by IRC covering the Health, WASH, and Nutrition sectors. He/she is responsible for staff management, program management including design, monitoring, reporting and evaluation, financial and material management in close consultation with the Senior Finance admin and log officer and in line with NCA’s policies and procedures. He/she is also responsible for stakeholder management, regular attendance of zonal and woreda coordination platforms, and ensuring the delivery of projects in his/her respective woreda in line with the sphere and CHS standard.
The position requires a highly qualified and experienced individual with strong personal integrity and commitment to implement projects in line with CHS standards and donor regulations. Prior experience in INGOs platform and in emergency sites including people management is a plus. The person to be employed need to accept the Code of Conduct of ACT Alliance.
Key areas of responsibility:
- Develop a relationship with a range of key stakeholders including woreda and zonal government officials, ARRA, UNCHR at camp level.
- Representation of NCA and actively participate in Woreda, zonal, and camp-level thematic coordination meetings.
- Maintain/establish regular reports to UNCHR, ARRA, and the donor in collaboration with the PC.
- Lead and coordinate Nutrition, WASH, and Health team planning, implementation, monitoring, and evaluation.
- Ensure the smooth implementation of the project as per the DIP in the respective woreda.
- Assist the PC with the development of draft notes, project plans, budgets, and funding proposals.
- Participate and ensure quality and technical standards for capacity building, and activities of all levels.
- Produce/update SOPs for all WASH, Nutrition, and Health activities.
- Assist the PC to produce rapid assessment tools and ensure quality data collection, data entry, and undertaking analysis and producing reports.
- Prepare weekly, monthly, quarterly, and annual reports in the areas of WASH, Nutrition, and Health.
- Supervise WASH, Nutrition, and Health officers and Assistants HPO, and provide technical follow-up and support.
- Develop staff performance measurements and targets and assess them based on the set targets and contribute to the technical assessment of WASH officers and assistants.
- Conduct training needs assessments of all project staff under his/her supervision and makes recommendations.
- Conduct periodic field visits to support field staff through technical backstopping and to train duty carriers.
- Maintain NCA’s code of conduct and principles of accountability.
- Assist the PC on grants management of all projects in the respective woreda of Afder zone, Somali region.
- Liaise with Logistics, Finance departments to ensure the smooth operation of the offices.
- In cooperation with the PC, review the activity and related financial reports.
- Ensure timely procurement for the project according to the procurement plan.
Reporting to: Emergency Project Coordinator
Required Number: 2(Two)
Duty Station: One at Elkery and one at West Imi Wereda of Afder zone with frequent field travel (mention duty station you are interested in to apply)
Length of Contract: Six months
Start Date/ Effective Date: March 1,2023
Salary: 38-41K
Job Requirements
Minimum Requirements:
- MSC/BSC degree in project management, WASH, Public health, Nutrition, Development Studies, Humanitarian affairs, or related fields with 3/5 years’ experience in an emergency response setting.
- Documented skills in Project Planning and Management is an added advantage in addition to a proven knowledge of WASH, Nutrition, and Health national and international standards. Training, negotiation, facilitation, and team playing skills are mandatory.
