Job Overview
Ethiopia adopted the regional measles elimination strategy (resolution AFR/RC61/R1) to eliminate measles by 2020 or beyond. Though marked achievements in reduction of Measles disease burden, the incidence of Measles has remained high and above the targets set for Measles reduction by 2012 (<5 cases/1,000,000 population) and Measles elimination by 2020(<1 cases/1,000,000 population). As a continued effort, the country introduced the Measles second dose vaccination for children at the second year of life. line with the accelerated Measles Elimination Strategic Plan and to respond to the anticipated measles outbreaks, Ethiopia has planned to conduct nationwide integrated Measles SIA. Ministry of Health seeks to recruit a Measles Data Manager for the 2022 nationwide Measles SIA in Ethiopia. The Measles Data Manager will work as part of the SIA team at Ministry of Health under the guidance and supervision of the Expanded Program on Immunization’s (EPI) team leader and will support the Ministry team to have updated information that led to evidence-based decision making.
The Measles Data Manager will be responsible for establishing and maintaining database for the 2022 Measles SIA and other related activities; including designing reporting formats, developing report depository system, provide training on data management, prepare daily progress report. She/he monitors the data collection process, assures quality and timeliness of administrative and technical reports, and makes it ready for continuous analysis, use and dissemination. The data manager is expected to acquire the highest level of Data Analysis, Presentation, and Use skills and proficient using data analysis tools. The duties of the candidate include organizing, storing, analyzing, and dissemination of the Measles SIA performance data, by safeguarding an organization’s security and confidentiality standards.
Key responsibilities
- Under the guidance and leadership of the EPI manager, the measles data manager is expected to work closely with the MCH directorate, Ethiopia Public Health Institute (EPHI), and other partners to execute the following activities
- Collaborate with the various SIAs subcommittees (logistics, social mobilization, planning and resource mobilization, etc.) to produce updates on the SIAs preparation and implementation activities
- Develop and monitor implementation of national and sub national level Measles SIA readiness assessment tool (RAT)
- Develop/customize integrated Measle SIA recording and reporting formats including tally sheets, AEFI forms, reporting forms
- Closely and collaboratively work with other agencies and team members to ensure availability and distribution of Measles SIA recording and reporting tools
- Ensure the required SIA data is of the highest quality and timely by working with national and sub national teams
- Develop and update daily electronic Measles SIA performance reporting tool and visualization dashboard for national and sub national use
- Lead the development and implementation of post campaign coverage Survey and Rapid Convenience Monitoring (RCM)
- Lead the analysis, interpretation, and communication of the performance at the program level to inform senior management of significant findings to drive appropriate programmatic and strategic decisions
- Identify Measles SIA data management challenges including data quality and recommend timely possible solutions
- Document and analyze AEFI data during the campaign for decision making
- Aggregate and maintain information from administrative and technical reports including contact lists, event specific information, performance data, activity reports, etc

Job Requirements:
Educational Qualifications
- An advanced university degree (Master’s level or above) in, Public Health, Health Informatics or Monitoring and Evaluation with a health background or public health, from an accredited/recognized institute.
Essential Experience
- At least 7 years of professional work experience at national/regional levels in public health programs on measles elimination initiatives or routine immunization or vaccine preventable diseases surveillance
- Proficient in preparing data collection tools, data entry, cleaning, analysis, and interpretation of public health data
- Advanced experience in designing and implementing mobile data collection tools including ODK, Kobo collect
- Demonstrated experience in providing technical support in SIAs, and routine immunization programs
- Experience working with Ministry of Health Ethiopia, and with international organization has an added advantage
Skills and Knowledge
- Advanced skill in statistical analysis tools including Microsoft Excel, Google sheet, Tableau, Power Bi and DHIS2
- Excellent interpersonal and organizational skills and ability to prioritize and work under pressure
- Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships with both national and sub national staffs
- Expert knowledge of English
- As new priorities arise, MoH may periodically revise the TOR for this position.
