IYA Monitoring and Evaluation Officer
Job Description:
- Main Purpose of Job
Johns Hopkins Center for Communication Programs (CCP) implements social and behavior change (SBC) component of the Integrated Youth Activity (IYA) project in collaboration with other consortium members. The purpose of IYA project is to empower Ethiopian youth to increase their economic opportunities, create self-reliant organizations, improve their voice in local, regional, and national policy dialogue, and expand access to essential services. CCP plans to conduct various monitoring activities to ensure that ongoing SBC performance monitoring will result in evidenced-based programmatic decision making and mid-course corrections as needed. The Monitoring and Evaluation Officer will work under the guidance of the IYA project Director and CCP’s Senior Director of Research, Monitoring and Evaluation. His/her main objective is to support the IYA SBC monitoring and evaluation activities including designing and managing M&E tools that facilitate timely tracking and use of data for program decisions.
Duties and Responsibilities
- Support IYA consortium members in SBC activities planning, monitoring and evaluation
- In collaboration with consortium members, develop monitoring tools such as SBC performance data capturing and reporting tools for local implementing partners
- Develop knowledge management mechanisms such as data management tools and a dashboard that facilitate learning
- Conduct periodic supportive supervision of the intervention sites provide onsite TA for implementers, document successes and challenges
- Periodically analyze SBC monitoring data and use it for programming
- Coordinate reach and recall assessments
- Provide capacity-strengthening training for local implementing partners on SBC monitoring
- Assist in the maintenance of data quality
- Document project performance data, produce periodic reports (indicator based)
- Provide support to the implementation team, as necessary,
- Carry out other technical or program tasks as assigned by the supervisor.

Job Requirements:

- Knowledge, skills and experience required
- MD, or Master’s degree in M&E, Public Health, Statistics or other related;
- Prior experience working on M&E
- A minimum of three years’ relevant experience
- Significant NGO experience
- Statistical software skills: SPSS, STATA, Access database & Excel
- Proficiency in English and other local languages
- Ability to facilitate communication between various levels of management and work independently in order to meet deadlines
