Emergency WASH Officer
ZOA’s programme in Ethiopia
ZOA works in several regions in Ethiopia: Gambella Regional State (field office in Gambella Town), Somali Regional State (field office in Dolo Ado and Melkadida refugee camp), Tigray Regional State (field office in Shire and Mekelle), Oromia Regional State (field office in Harar), Amhara and Addis Ababa. In Ethiopia, ZOA works with Internally Displaced People (IDPs), host populations, persons with disabilities, returnees, and a large population of refugees who fled a combination of violence and drought in Somalia, South Sudan and Eritrea.

Your challenge
The WASH Officer is the field-level position for WASH Program who work in the emergency affected communities in addressing with the emergency WASH or any other emergency rapid response activities. The position spends 80% of his/her time in the field, identifying priority needs, target communities, provide emergency water rationing, identify potential water supplies, sanitation and hygiene gaps with communities, local government and leaders, mobilize the communities, ensure the quality and quantity of the planned WASH activities delivered accordingly.
Over all, the scope of the position is to do proper WASH Response activities by using the project document, WASH cluster guideline and SHEPHER standards appropriate in the context of the emergency, actively participate in the WASH Cluster, rapid assessments, rehabilitate water and sanitation facilities, target/verify/distribute the WASH NFI, undertake the Hygiene and Sanitation promotions, Cash transfer program, in joint beneficiary selection/ verification, community mobilization, monitoring and evaluations the project in the affected communities in Oromia region, East Hararge zone.
- Under the direct supervision of Emergency Project Manager, with technical support from Co-Shelter and WASH Specialist, the WASH Officer is responsible for planning, implementation, monitoring and evaluation of Water, Sanitation and Hygiene activities of the ZOA in Humanitarian Response project in the emergency target woredas of East Harargeh zone, Oromia Regional State.
ESSENTIAL RESPONSIBILITIES AND DUTIES:
- Conduct rapid assessment, detail assessment, and feasibility assessments at targeted areas using ZOA’s rapid Assessment tools of WASH Project.
- Organize data and information, Prepare and maintain records, documents and control plans for the monitoring of projects/ program implementation.
- Prepare bi weekly and monthly implementation works plans.
- Prepare design, bills of quantities and order materials and equipment as necessary and submit to the logistics for order and follow up for its delivery.
- Select proper sites, ensure the quality of WASH facilities to be rehabilitated/constructed, and follow up and ensure its utilization.
- Supervise the implementation of the project following the established procedures and mechanisms for deployment of material to affected areas.
- Work with community and local partners in promotion of good hygiene practices using the WASH’Em approach.
- Establish/activate and train water committees for water supply systems and rural communities on basic care and maintenance of water schemes and facilitate the water scheme managements and water tariff sets as per the WASH co guideline.
- Monitor and ensure proper management by water committees in Operation and maintenance.
- Conduct water schemes disinfection, water quality tasting and sanitary survey.
- Develop, prepare and disseminate IEC/BCC materials that goes with the local context.
- Organize and facilitate different monitoring and supervisions.
- Collect the beneficiary data, keep properly with data protection protocol and list the list of WASH NFI beneficiaries.
- Provide the technical supports, capacitate and build team work with the community facilitators.
- Work closely with the Woreda and Zonal Water Offices of Amhara region.
- Supervise all contracted activities under the project if any
- Prepare monthly report and Submit to supervisor and technical team
- Supervise, capacitate and conduct staff Performance evaluation under his supervision timely and constructively
- Take any additional responsibility/ies as requested his/her supervisor or by ZOA

2. Allowances
- Transportation allowance: ETB 1,500 for our programme field office staff, & ETB 2,000 for our country office staff per month.
- Airtime Allowance: We provide data and airtime to enable you to conduct your work outside of the office.

- Food Allowance: we provide lunch daily at our offices, ZOA pays 600 ETB per month and staff contribute 400 ETB per month.
- Severance payment: one month’s salary for an extra service year.
- Hardship Allowance: If you are working in identified places as a remote and hazardous by the government, you will be entitled 20-40% additional allowances of their basic salary. Therefore, we provide 40% hardship allowance to ZOA employees working in Gambella, Dollo Ado and Shire field offices.
- Transfer Allowance: We provide transfer allowance of 10,000 ETB If, in case of you permanently shift or transfer to a new programme area.
3. PaidLeave

- Annual Leave: 20 days of annual leave in addition to public holidays, and you are also granted one extra day for each extra full year.
- Enhanced Maternity Leave provision, 4 months
- Paternity Leave 5 working days.
- Rest and Recuperation (R&R): We provide you 5 working days for every consecutive 12 weeks of work R&R leave to unaccompanied staff who work away from their permanent place of residence to spend time with their family. Therefore, ZOA provides R&R leave for its employees who work in the program offices in Somali, Gambela, and Tigray regions.

Job Requirements:
- QUALIFICATIONS AND EXPERIENCE
- Degree or above in water supply engineering, hydraulic engineering, Public Health/Environmental health or related fields.
- At least 3 years of experience for Degree in managing from big to small scale water supply system schemes, sanitation facilities design in the rural community and having good knowledge of WASH emergency project management. NGO experience with emergency is preferred.
- Experience of hygiene approaches like CLTSH, PHAST, school hygiene will be an advantageous.
- Good command of both spoken and written English, Amharic and Afan Oromo is a must.
- Basic computer skills (office), Microsoft office, Excel, word
- Experience of data analysis software (Arc GIS and SPSS) is an asset
- Experience of Engineering Software (Watercad, Epanet and Auto CAD etc)
- Knowledge of domestic water supply system hydraulic design
- Ability to work as part of a team as well as to work autonomously when required.
- Experience of community mobilization, training facilitation is an asset.
- Good in team work, ability to work in hard to reach area and in high work load.
