Background 

GOAL is a humanitarian and non-governmental organization that has been working in Ethiopia for over 30 years, towards ensuring the poorest and most vulnerable in our world and those affected by humanitarian crises have access to the fundamental rights of life, including but not limited to adequate shelter, food, water and sanitation, healthcare and education. The Rural Urban Development Programme focuses on Health, Water and sanitation, Livelihoods and Agriculture with cross cutting issues in gender, Child protection, environment protection and HIV/AIDS, in Borena and West Hararghe Programme Offices. Rural and Urban Development Programme, the ChildSPACE Programme works with ‘of the street’ children and youth working and living on the street by focusing on the strengths of children and young people; and through partnership building, collaboration and networking with various stake holders, the programme supports diverse community structures and initiatives through approaches that are Strength, Street and Partnership and Networking focused. The ChildSPACE programme is delivered by GOAL and directly by local partners in Addis Ababa and Hawassa. The Humanitarian Response Programme focuses on nutrition intervention activities, working with the Ministry of Health to monitor the nutrition, health and Economic and food security status within its current intervention areas in Oromia, SNNPR, Somali, ad Tigray Region, as well as in refugees’ settings, in Gambella and Afar Regions.

General Description of the Role:

Under the direct supervision of Woreda Project Manager, the senior Health & Nutrition Officer is responsible for the day to day management of Primary Health and Nutrition Care project implemented in the operational Woredas of Somali region. Provision of primary health care service and management of Mobile Health and Nutrition Team (MHNT) is a key component of the position holder.

Description of Functional Relation Ships of the role, if any

The senior Health & Nutrition officer will provide consultation, necessary treatement as needed to the intended beneficiaries in the health facilities and outside health facility in the project sites. He/she will work with the GOAL Nutrition team and other officers within the field office to enhance their participation and involvement in prevention, awareness creation and capacity building of woreda based government health staffs.

Description of Functional Relationships

Provide essential lifesaving primary health care services to IDPs,

Conduct all activities planned for MHNT(Curative treatement, prevention and rehabilitation) components,

Responsible to provide Community Based Management of Acute Malnutrition (CMAM) activities to IDPs and people who have no access to the services,

Conduct capacity building interventions to HEWs and community health workers and community mobilization activities with key Health messages,

Provide different trainings and workshops as per the plan,

Perform all necessary actions to ensure the smooth functioning mobile health and

nutrition activities,

Support Woreda base health system in providing technical support to the health facilities.

Work closely with other sectoral staff– WASH, Nutrition to ensure integrated approach in program implementation in his/her woredas.

Prepare and share monthly and quarterly activity reports timely.

Any other task assigned by his/her supervisor

Support the MHNT in mobilization of communities and ensure that MHNT intervention is in accordance with the MHNT guideline.

Support Woreda health office in strengthening surveillance system

Job Requirements:

·     BSc/HO in Public Health with a minimum of four years’ proven work experience preferably in NGO and Mobile health and nutrition projects.

·     Demonstrable experience in working with communities, and knowledge of participatory approaches

·     Extensive Knowledge and experience in primary health care system.

·     Strong knowledge on monitoring and evaluation and report writing,

·     Ability to plan and organize work to meet individual, team and programme objective,

·     Training and facilitation skill,

·     Ability to effectively liaise with government, donors, NGOs, community leaders and other stakeholders,

·     Fosters working in teams & team work spirit,

·     Very good knowledge and practice of computer application,

·     Excellent communication skills, both written and spoken. Knowledge of local language is a must.

·     Continually looks to improve personal skill, knowledge and work hence contribute to capacity building within the team and organization,

·     Flexible and creative approach; keen to take initiative where appropriate.

·     Accountability & responsiveness within areas of responsibilities,

Key qualities, Skills and Competences:

·         Demonstrable ability to encourage and motivate staff and develop teamwork.

·         Proven ability to develop and maintain strong relationships with communities, local government organisations and NGOs.

·         Flexible and creative approach, highly motivated and able to take the initiative and work unsupervised.

·         Excellent English communication skills, both verbal and written, and knowledge of local language is mandatory.

·         Excellent computer skills, including Microsoft Word, outlook, and Excel

Desirable quality, skill, and competence

·         Have good understanding and hands on experience on mobile health and nutrition projects.

·         Familiarity to the local culture.

·         Passionate, strongly dedicated and highly committed to work for the improvement of the poor community.
