Job description

Purpose: In collaboration with the Ethiopian Red Cross Society the Logistics Assistant is responsible for the logistic management, distribution, and monitoring of UNICEF prepositioned supplies in 8 strategic warehouses across the country as outlined in the ERCS/UNICEF MOU.

Expected fee :The monthly salary excluding DSA, car rental, insurance, and mobile phone scratch cards is estimated at 34,000 (ETB/month), based on the revised salary scale of GS-6

Location: The staff will be based in Addis Ababa (ERCS main offices) with frequent travel to the 8 strategic ERCS warehouses located in Hawassa, Assosa, Dessie, Gondar, Shire, Harar, Nekemt, and Samara Towns

Duration: 12 Months

Start Date: 1 September 2022

Reporting to:     UNICEF Field operations and emergency section

Background

The situation in Ethiopia remains precarious and volatile with the continuation of active hostilities in several locations leading to increased humanitarian needs and vulnerabilities due to large-scale displacement, loss of livelihoods, and access to markets, food, and basic services. UNICEF with the partnership of ERCS pre-positions and distributes lifesaving emergency supplies during the onset of any emergency per the MOU signed between the two organizations, UNICEF and ERCS in 11 May 2021. Accordingly, emergency lifesaving supplies are safely stored, distributed, and reported in seven warehouses initially with the addition of one more warehouse in Afar which was included in September 2021, making the total strategic warehouses eight in number.

  1. Shire Endaselase town warehouse: for Western, North Western and Central parts of Tigray
  2. Shire Endaselase town warehouse: for Western, North Western and Central parts of Tigray
  3. Gondar town warehouse: for Central, Western and Northern Gondar zone of Amhara
  4. Dessie town warehouse: for the Eastern part of Amhara region and the Southern and Eastern part of the Tigray region
  5. Assosa Town warehouse: for Kemashi and Assosa zones of Benishangul Gumuz
  6. Nekemet town warehouse: for East and West Wollega/ Horo Guderu Wollega and Kelem Wollega
  7. Hawassa Town warehouse: for Sidama, SNNPR and Sothern Oromia
  8. Harar Town warehouse:  for East and West Hararge zone of Oromia region, Dire Dawa Administration, Harari region and Sitti zone of Somali region and

Currently, ERCS is overstretched with the ongoing response throughout the country with limited staff in the Disaster Prevention and Response (DPR) department of ERCS. Therefore, getting timely and quality reports on the stock status/balance, distribution of UNICEF supplies and identifying replenishment needs is becoming a challenge.

Hence, recruitment of a Logistics Assistant is among the key steps to improving the management of UNICEF supplies and ensuring timely lifesaving intervention and dispatch of supplies. In addition to better improving prepositioned stock management and reporting.

Justification

ERCS is a strong humanitarian organization in the country with a large operational capacity and geographical coverage in the country and good experience on timely and effective response during emergencies. UNICEF and ERCS have long partnership history in various sectors (WASH, Child Protection, Health and Nutrition). The extensive capacity of ERCS (in terms of human resources and warehouse) is a comparative advantage to UNICEF for providing timely lifesaving responses as per the Core commitment to children (CCCs). The presence of ERCS warehouses in the strategic location of the country is easing UNICEF response in most insecure parts and areas with frequent security problems in various regions which hampers the transportation and movement of lifesaving supplies from the UNICEF central warehouse to various destinations in need.

This TOR is for Logistics assistants who will cover for the strategic pre-positioning warehouse location and ERCS/UNICEF intervention areas of all over the country. Work on the monitoring and the management of UNICEF supplies and ensure timely lifesaving intervention. In addition, to better improve PP stock management and reporting. By doing these tasks, the person can fill a critical human resource gap to meet the UNICEF project standards as per the activities highlighted in the MOU.

Specific Tasks

Key Tasks 

  1. Monitoring of prepositioned supplies in all eight strategic warehouses.
  2. Ensure the dispatch and distribution of emergency supplies as described in the MoU
  3. Support the capacity development of the logistics and warehouse management of ERCS PP warehouses.
  4. Ensure effective delivery of day-to-day UNICEF/ERCS joint interventions in the emergency-affected areas.
  5. Reporting on monthly stock levels for each warehouse and closely following up near to expiry supplies.
  6. Ensure proper work record is kept for all the releases from the ERCS warehouse.
  7. Ensure consistent and quality monitoring and reporting of supply distribution.
  8. Support and participate in rapid assessments for sudden onset emergencies
  9. Support and participate in the supply end users’ monitoring.
  10. Ensure GBV and PSEA mitigation measures are in place
  11. Any other tasks are given by the immediate supervisor

Methodology

The Logistics Assistant will support UNICEF Emergency Officer and DPR /ERCS to ensure the effective delivery of the preparedness and response activities. The Logistics Assistant will regularly liaise with relevant ERCS head office and sub-offices and travel to the field to monitor all strategic warehouses as indicated below

  • Shire Endaselase town warehouse: for Western, North Western, and Central parts of Tigray
  • Gondar town warehouse: for Central, Western, and Northern Gondar zone of Amhara region
  • Dessie town warehouse: for the Eastern part of the Amhara region and the Southern and Eastern part of the Tigray region
  • Assosa Town warehouse: for Kemashi and Assosa zones of Benishangul Gumuz
  • Nekemet town warehouse: for East and West Wollega/ Horo Guderu Wollega and Kelem Wollega
  • Hawassa Town warehouse: for Sidama, SNNPR, and Sothern Oromia
  • Harar Town warehouse:  for East and West Hararge zone of Oromia region, Dire Dawa Administration, Harari region and Sitti zone of Somali region and
  • Semera Town warehouse: for the Afar region

The Logistics Assistant should also support the rapid response on the ground and monitor the status of utilization of lifesaving supplies by end users, to ensure the effective response of all UNICEF activities to end user beneficiaries in the affected districts.

Expected Deliverables

  1. Bi-weekly work plan
  2. Monthly stock report for eight warehouses
  3. Submit a brief bi-weekly report to ERCS and UNICEF
  4. Monthly spot check reports on the actual utilization of distributed items
  5. Support timely rapid assessment and response

Reporting

The Logistics Assistant will be supervised by UNICEF’s Emergency Officer and Coordinator of ERCS Disaster Preparedness & Response, with technical input from UNICEF and ERCS other emergency staff.

Expected Background and Minimum Experience

Education 

University degree in one of the disciplines relevant to the following areas: University (first) degree in Environmental Health, public health, social sciences, behavior change communication, or other specialist field related to Emergency preparedness and response and supply and logistics is required.

Two years of emergency preparedness and response and supply and logistics experience in the UN or other international development organization or private sector (for IP) and national government and fieldwork experience.

Competency Profile

  • Five year+ of experience in humanitarian response national level.
  • Previous experience of emergency preparedness interventions monitoring at the national level
  • Previous experience on supply and logistics management
  • Understanding of UNICEF CCCs
  • Fluency in English is mandatory; and Amharic, (spoken, writing and listening) is an asset.
  • Knowledge of MS Excel
  • Proven technical expertise for managing data capture and storage
  • Strong interpersonal, management, coordination, and negotiating skills
  • Strong planning and organizational skills
  • Ability to meet deadlines
  • Ability to work independently and with a team
  • Previous ERCS experience is an asset

General Conditions

  • The Logistics Assistant will work from Addis Ababa, ERCS main office. No DSA in the duty station.
  • The Logistics Assistant will have access to UNICEF transport (rental vehicles).
  • Monthly salary payment will be made on monthly basis upon completion and submission of the monthly report. The report must be approved by the (ERCS manager
