OBJECTIVES OF THE PROGRAMME

The mission of WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The Emergency Operations Unit of the Health Emergencies Programme is responsible for ensuring that emergency-affected populations have access to timely and effective health services. This includes ensuring a strong emergency management system (based on incident management), effective and inclusive coordination mechanisms, joint assessments and planning by partners, implementation of operations and services according to agreed standards, and the expansion and strengthening of operational partnerships. EMO also leads on humanitarian policy and guidance, as well as representation to key interagency bodies.

 

PURPOSE OF THE POSITION

The incumbent will serve as the Regional Coordinator for Emergency Medical Teams (EMT) based at the EMT training center in Addis Ababa. The objective of the EMT training center is to enhance the technical skills of Emergency Medical Team members, and other clinical care management personnel, in the management of severely sick and critical patients of COVID-19 and other diseases, using conventional training and simulation centres. In the longer term, the aim may transition towards improving the timeliness and quality of health services provided by national and international Emergency Medical Teams on all health emergencies and looks to enhance the capacity of national health systems in leading the activation and coordination of this response.

 

DESCRIPTION OF DUTIES

The incumbent will work closely with WHO AFRO Emergency Response Team and WHO Headquarters EMT Secretariat to lead all organizational, technical and administrative aspects of the WHO/Africa Regional EMT training Centre in Addis Ababa, Ethiopia. Specifically:

1.  Develop and implement the strategic vision and operational objectives and programs to support the WHO/Africa Regional EMT training center;

2. Initiate and roll out training and capacity building actions for national and local EMT in countries in need in the region;

3. Mobilize the necessary technical and logistics support from the EMT global and regional networks for organizing training and capacity building actions;

4. Develop training programs and training curriculum for the WHO Africa Region EMT training center. Develop training programs and training curriculum for the WHO Africa Region EMT training center;

5. Develop and implement budgets and operation plans for the center;

6. Develop effective communication strategy to the Principals and to the stakeholders;

7. Conduct resource mobilization to ensure smooth operations, continuity, sustainability and predictability of the center;

8. Develop Monitoring and Evaluation framework for the training center;

9. Perform any other duties as required.

 

Required Qualifications

 

Education

Essential: Advanced University degree (Masters level or above) in medicine or in other related field with post-graduate training in Public Health, Relief and Humanitarian Affairs, from a recognized university.

Desirable: Training/certification in emergency response management.

 

Experience

Essential: At least 10 (ten) years in Emergency Response including at least five years of international experience specifically in the implementation, organization and management of emergency Health, WASH and Nutrition programs in Africa. Experience of working in emergencies including; conflicts, displaced population including refugees, and internally displaced, diseases outbreaks and malnutrition. Experience of development and implementation of training programs in academic or professional institutions will be highly valued.

Desirable: Knowledge and proven working experience with Emergency Medical Teams will be an asset. Proven managerial skills and experience in complex emergencies and previous working experience with WHO, ICRC/IFRC, INGOs or national emergency response systems system are suitable as well as previous experience in capacity strengthening of national and international rapid response teams.

REMUNERATION

WHO offers staff in the Professional Category an attractive remuneration package, which for the above position includes an annual net base salary starting at 90.664 USD (subject to mandatory deductions for pension contributions and health insurance, as applicable).

Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
