Job Description:

I.        JOB SUMMARY

The Health and Nutrition Specialist will act as the key technical support person at field office level supporting the implementation and accomplishment of all Health and Nutrition activities to the project, with close supervision and direction from the senior health and nutrition advisor and the Project Manager. S/he will work closely with and the woreda system strengthening officers to improve health/nutrition advocacy and implementations as per the project plan. The position holder will also be responsible for capacity-building of project and government partners using relevant tools and technical approaches designed for the project. S/he is also responsible to document and share good practices within the organization, stakeholders, and its partners. Furthermore, the position holder will assist, in refining the project targets, and ensuring program quality and impact are attained in line with the goals and objectives of the project.

 

II RESPONSIBILITIES AND TASKS

 

Job Responsibility #1:Technical leadership for Program planning and implementation (35% of Time)

 

  • Develop annual detail implementation plan (DIP) to ensure the effective implementation at Zone and woredas level.
  • Technically lead the implementation of health and nutrition activities in the target implementation zone, woreda and kebeles (multi-sectoral coordination, AMYCN, CMAMA…).
  • Ensure effective implementation of the project activities as per the set plan of action and quality expected.
  • Ensure measurable impact of health and nutrition-related activities and a robust M&E system is in place.
  • Participate, as required, in the health and nutrition-related assessments carried out in project operational areas
  • Technically Support the zonal, regional and kebele level partners to implement nutrition related policies and guidelines.
  • Technically support community groups access to inputs for the health diet production and ensure its utilization.
  • Lead a promotion of healthy diet consumption to WRA and Children at zonal, woreda and kebele level.
  • Supervises project activities and budgets specific to the health and nutrition intervention with close guidance from the project manager.

Job Responsibility #2: Capacity building and Technical Support (25%of Time)

  • Provides technical support on health and nutrition for the zonal, woreda and kebele level health systems structures to effectively function on health and nutrition interventions.
  • Capacitate the zonal, woreda and kebele level health structures to implement food and nutrition related policies and guidelines.
  • Provide trainings and facilitate workshops, meetings conducted at woreda and kebele levels related to the health and nutrition activities.
  • Assists with the preparation of training materials on health and nutrition interventions.
  • Conduct training need assessments to identify knowledge gaps/needs in government structure.
  • Capacitate the private sector providers to avail input for health diet production and consumption.

 

Job Responsibility #3: Planning and Supervision, reporting (25%of Time)

  • Support joint supportive supervision, and facilitative supervision with woreda and kebele staff on the activities of community health and nutrition agents.
  • Conducts baseline information related access to health and nutrition in collaboration with other staff members and prepares plan of action for respective woredas/kebeles.
  • Monitor progress and provide ongoing feedback and recommendations to the project management.
  • Support the government service provider to apply accountability mechanism for the community serving
  • Prepares monthly/quarterly/Annual progress reports and submits to Project Manager.

Job Responsibility #4: Learning, Policy implementation and Networking (10%)

  • Coordinate with the CASCADE program team to effectively support the government implementation of food and nutrition policies, strategies, and guidelines.
  • Contribute to create synergy among relevant stakeholders in health and nutrition to ensure health diet consumption and resilience.
  • Works closely with communities, community-level institutions, government partners and privet sectors to promote quality health and nutrition interventions with targeted households.
  • Keeps updated with developments in the health and nutrition sectors, including best practice examples and ensure ongoing personal development and learning.
  • Participates in the documentation and dissemination of lessons learned in available forums.
  • Contribute for evidence generation to impact of health and nutrition interventions.

Job Responsibility #5: Perform other duties as assigned (5%)

  • Perform other duties, as assigned.
  • The duties and responsibilities described above are subject to change, depending on CARE Ethiopian funding or programming.

I.         PROBLEM SOLVING (Thinking Environment)

  • Levels one and two of problem solving apply to the incumbent. The incumbent involves with daily routine activities, she/he also uses interpolative skills to pick and choose the right solution to address given problems.

Job Requirements:

I.         QUALIFICATIONS (KNOW HOW)

A. EDUCATION/TRAINING

Required:

  • Bachelor degree in public health, nutrition, health education, health, or other related fields.
  • Knowledge of statistical software.

Desired:

  • Master’s degree on the above discipline
  • Research background

 

B.    EXPERIENCE

Required:

  • 3 – 5 years job related experience.

Desired:

  • NGO experience.

 

C.    TECHNICAL SKILLS

Required:

  • Highly organized, attention to detail and analytical skill;
  • Computer skill particularly Microsoft Word, Excel, Power Point;
  • Good oral and written communication and interpersonal skill;
  • Firm belief in teamwork, gender equality,  participatory approach and sustainability;
  • Proficiency in English, both verbal and written.

 

Desired:

  • Utilizing programming and statistical software (such as SPSS) to compile data and information for various systems, and knowledge of basic PME and research tools.
  • Exposure in developing and/or maintaining database.

 

D. COMPETENCIES

  • The job holder is expected to collaborate with SRHN technical team and CASCADE project management

 

III.      WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED. 

  • The post is located at Debre Tabor with frequent travel to project sites.
