Job description

I. JOB SUMMARY:

The Regional Program Support Leads are expected to contribute to the Kefeta activity’s programmatic and operational leadership and management at the regional and city levels. They will oversee Kefeta implementation by national CSO partners in the assigned clusters. As Lead, the primary role would be to ensure quality implementation and operational Standard Operating Procedures (SOPs) throughout activity implementation both technically and operationally. The position holder will be coaching and mentoring the Cluster Managers and other cluster team members hired by the implementing CSO partners.

II. DUTIES AND RESPONSIBILITIES:

The Regional Program Support Lead will provide direct hands of support for Kefeta partner Civil society organizations(CSOs) that are implementing the project in different cities. She/he will have the following roles and responsibilities.

Technical leadership and capacity building

  • Be responsible for ensuring that Kefeta’s strategies, guidelines, SOPs and manuals are understood and properly implemented in the clusters;
  • Prepare and implement a coaching and mentoring plan to strengthen CSO’s and Youth Coalition’s technical and organizational capacity;
  • Plan and facilitate cluster-level planning and performance review sessions.
  • Ensure quality implementation of Kefeta’s technical and operational deliverables in the clusters working closely with the Cluster Managers;
  • Coordinate with the Cluster Manager and other programs/project staff to ensure the delivery of outputs according to plan;
  • Identify/prioritize capacity development needs of implementing CSOs in consultation with the Cluster Manager;
  • Facilitate capacity-building activities for the implementing CSO and its staff in consultation with Capacity Building and Partnership Advisor;
  • Provide leadership and technical support to the Cluster Manager and staff as needed; and
  • Support and lead learning and development initiatives for the team/ CSO organizations.

Program coordination and communication

  • Lead coordination of training activities, as well as planning technical and operations field visits from the country office; provide guidance on training and capacity-building coordination to CSO;
  • Work with the MEL director and the M&E team and organize quarterly and annual review meetings at the national level and provide support to CSOs to hold quarterly, bi-annual and annual review meetings at the regional level;
  • Provide leadership to “Kefeta” project coordinators from each CSOs to enhance  effective coordination of consortium members together with the respective technical advisors to ensure the implementation of the work plan;
  • Lead the assessment and identification of technical assistance needs with regards to technical skills in close collaboration with the Capacity Development and Partnership Advisor. Issues could also be collected through regular supportive supervision visits.
  • Support coordination with CSOs, communications and M&E team to document lessons learned and success stories, and ensure linkages with knowledge management and other Amref youth projects, as part of an integrated approach to Networking, partnering and representing
  • Ensure positive and productive relations and collaboration is maintained with the regional/city level stakeholders;
  • Map and identify potential partners (community-based groups, civil society organizations and Higher Education Institutions) that Kefeta can work with;
  • Establish and maintain active working relationships with local partners; and
  • Represents Kefeta at regional and local level fora and platforms.

Monitoring, evaluation, accountability and learning

  • Responsible for ensuring the quality and timely submission of updates and periodic reports;
  • Ensure that MEL findings/results are utilized to improve/enhance implementation;
  • Assist in identifying priorities for and in the conduct of program documentation; and
  • Monitor and maintain the progress of the Cluster work.
  • Contribute to the preparation and dissemination of internal and external reports and presentations, as well as all deliverables requested by government partners and donors;
  • Support program and M&E team to ensure timely reporting of program activities and progress towards higher-level goals and objectives per donor requirements and Amref quality standards.
  • Document lessons learned and share with other projects, Amref Country programs and implementing partners;
  • Participate in joint supportive supervision visits together with the SI team.

Operations support

  • Ensure that operational processes are in line with Kefeta policies and procedures;
  • Oversee compliance including procurement plans and financial procedures;
  • Ensure Kefeta resources are utilized and maintained properly; and
  • Coordinate with Country Office (CO) Finance department to ensure timely release of financial support for approved activities.

Job requirements

IV. QUALIFICATIONS AND EXPERIENCE

  • Master’s degree in Social Sciences, Business Administration, Public Health, Project Management or equivalent work experience preferred;
  • Minimum 7 years of professional experience, should include a minimum of 2 years of experience in project management;
  • Experience in building the capacity of peers, local CSOs and government stakeholders;
  • Experience in representing an organization in external forums; and
  • Experience in project design, project management, training and capacity building
  • Experience working with USAID programming is a plus.
  • The ability to exercise sound judgment and diplomacy, particularly related to negotiation and conflict management in a multi-stakeholder environment is required;
  • Strong interpersonal communication, presentation, teamwork, and analytical skills;
  • Excellent written and oral English and Amharic language and communication skills with a variety of audiences including business, government, the general public and the media;
  • Strong IT literacy and skill
  • Willingness to travel around 70% of their time to the field.
