Job Description Summary
The Senior PHEM Advisor will be responsible for building local health system is resiliency so that essential services can continue to be delivered under duress and ensuring that sub-national PHEM systems are responsive to any shocks. This includes building sub-national capacity to prevent, detect and respond to outbreaks or emergencies.
This is project position on a 2 year contract basis if we are awarded the programme.
Key Primary Responsibilities
- Support development of annual workplans and activity design, incorporating best practices in PHEM and country contextual considerations
- Oversee technical assistance related to strengthening PHEM systems, particularly in developing leadership and management capacity in PHEM at sub-national levels
- Manage activity budgets and staffing and report on progress/achievements
- Represent the project to the client (USAID) and other external partners and audiences?

Person Specification
Professional/Technical Skills, Knowledge & Experience:
- Master’s Degree in any area of Health/Public Health or related areas.
- A minimum of total seven (7) years of resilience or emergency management relevant to practical work experience at a senior level in an area of health systems and resilience health, specifically in PHEM or outbreak response and management is required. Work experience in areas of humanitarian assistance and response and/or prior experience in Emergency Operations Center will add value.
- Deep understanding and knowledge of the health system particularly public health emergency management: preparedness, response and recovery.
- Fluency of English and Amharic in reading/writing/speaking (Level IV) is required.
