Project Summary
Amref Health Africa is currently planning to implement REACH (Reach, Expand and Access Community Health) project, an integrated SRHR/MHM, and WaSH intervention in Jimma and Borena zones of Oromia Region. Amref Health Africa is seeking a project WASH Officer to provide support the implementation of WASH and School-based intervention, mainly demand creation for SRHR, menstrual hygiene management and WASH services. The position holder will report technically to the REACH project Field Coordinator and functionally to the Project Technical Lead. He/She will also be responsible to ensure the generation of lessons and practices from implementation with close collaboration with the M&E team and field staff. This will be a local hire position with an anticipated start date of September 1, 2022; qualified women applicants are highly encouraged to apply.
Job Summary
Provide WASH Activities implementation as a technical lead to the field team. Ensures WASH programs, and implementations effectively in accordance with REACH project proposal specific to Borena context.
Key Responsibilities:
- Lead WASH subcomponent of the REACH project using Market-based approaches and the diamond model, WASH in schools and the surrounding community, and integrate water resources management into WASH
- Ensure the full engagement of all WASH stakeholders all through the project interventions
- Facilitates and ensures the preparation of district WASH plans with the full participation of the community and partners
- Ensure that planning and implementation of the WASH activities are in accordance with the program principles, approaches, and procedures of Amref and in line with the REACH project proposal
- Ensures that the targeting of REACH project WASH targets and beneficiaries are met in a participatory manner in accordance with the proposal
- Works closely with woreda and Zonal partners in planning, implementation and monitoring and evaluation of project WASH activities;
- Lead supports and facilitates the integration of REACH WASH into the district plans
- Ensures that project WASH activities are implemented according to the technical specification set together with partners and time schedule and also within the limit of the planned budget;
- Ensures need-based WASH capacity-building activities are implemented to address the REACH project objectives
- Ensures Gender Equality and Social Inclusion (GESI) issues are properly addressed across all the stages of the project
- In collaboration with the partners, develop a capacity-building needs assessment, plan and facilitate capacity-building training, exchange, learnings and apprenticeships.
- Contributes to the adaptation of training materials for application in local socio-cultural contexts
- Organizes and facilitates joint participatory monitoring programs with the woreda partner and community groups, both technical and management bodies, document lessons and provide feedback to the project office;
- Establish and strengthen woreda level project steering committee and/or task force and secure support for REACH project implementation
- Coordinate and facilitate regular review meetings and project reviews with different stakeholders
- Together with the partners set WASH quality standards and action steps and monitor the performance accordingly;
- Keeps up to date the new development in the sectors, including best practices and ensures ongoing personal development and learning;
- Prepares regular and up-to-date project progress reports and discusses with partners representative;
- Represents Amref health Africa at Woreda and zonal level being a member of different WASH task forces and others as required;
- Ensures that organizational core values, policies, procedures and program approaches are clearly understood and adhered to in the daily functioning of the Woreda office and that information to monitor project progress and organizational performance, including M & E data are collected and used for organizational learning, decision making, reporting, and for promoting innovations;
- In collaboration with other partners, coordinates organize, facilitates and conducts training,
- Responsible to ensure that the project is implemented and integrated within Amref projects implemented in the areas and government plans.
- Reviews and summarizes the monthly and quarterly report for the woreda and submit to a technical lead in a timely manner
- Ensure the project results are on track to outcome-based financing
Job Requirements
- B.SC. in environmental health or public health
- At least 5 years of experience and in government and NGO preferably implementing WASH in the local context
- Experience in conducting training and practice documentation
- Good interpersonal skills
- Communication & writing skills in both Afan Oromo & English
- Excellent computer skills
- In addition, the ideal candidate must have strong analytical, problem-solving and networking skills.
- Be a team player and communicator and work under minimal supervision.
Terms of employment: one year with possible extension
