Background
The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery, and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.
The International Rescue Committee (IRC) is planning to implement a Multi-Sectoral Emergency support to conflict and natural disaster -Affected school children across the country funded by Lego Foundation Play matters (PM) Emergency Response Mechanism (ERM) managed by IRC. Under this program, the IRC will provide Education in Emergency, Protection, WASH, Nutrition, and Health intervention at school. IRC is currently seeking a highly motivated, Emergency Health Officer, who will take overall responsibility health Nutrition activities at schools.
Scope:
The Emergency Health Officer is responsible for proper implementation of Emergency Health and Nutrition activities with the direct supervision of the Sr Health and Nutrition manager in Addis. She/he will work closely with woreda health office to enhance participation on mass campaigns and involvement in prevention, awareness creation and capacity building on immunization as well as mass deworming. This position will be based in Addis Ababa.
Key Responsibilities:
Background of IRC:
- Perform additional responsibilities as required by the supervisor
- Identify and involve all key stakeholders in the woreda on a regular basis and support woreda health office in strengthening surveillance system at facility and community level.
- Represent IRC and participate in woreda level meetings and participate in health assessments in assigned woreda when needed.
- Provide support in developing and implementation of a community-based communication strategy.
- Work closely with staff from other sectors to ensure integrated approach in program implementation in his/her woreda.
- Prepare weekly/monthly/quarterly/annual project reports.
- Provide and/or facilitate trainings and orientation workshops as per the project work plan
- Conduct all activities planned under the project in a timely manner and in accordance with the budget allocated.
- Monitor and implement the project activities as per the plan and provide project data for timely decision making.
- Participate in mobilization of communities and ensure that the Emergency intervention is in accordance with IRC and government guidelines.
Job Requirements:

- BSc/MSc Degree in Public Health, Nursing or Midwifery.
- Minimum work experience of 2 years for BSc Degree & 1 years for MSc Degree holders.
- Basic supervisory/managerial skills with strong inter-personal skills.
- NGO experience in Emergency Health and Nutrition project activities including immunization is preferable.
- Demonstrable experience in working with communities in participatory approaches and capacity building of government health work force.
- Ability to plan, organize, and supervise implementation of emergency health and nutrition response projects.
- Good technical and report writing skills with computer skills and knowledge.
- Excellent in verbal and written communication in English.
- Self-motivated, honest, highly responsible, and punctual and ability to constructively address gaps and weaknesses.
- Ability to work under pressure in remote areas and understanding of the cultural context of the local area.
