Job Description:

KEY AREAS OF ACCOUNTABILITY

§  She /He will ensure the placement of proper pharmaceutical supply chin information system in all the project areas and will be involved in all supply chain technical field of expertise (pharmaceutical quantification, consumption monitoring, and order compliance and Verification).

§  Facilitate the medical procurement process in coordination with the Procurement and Logistics Unit, including contributing to the development of Standard Operating Procedures (SOPs) on pharmaceutical procurement and adequate stock monitoring mechanism, in accordance with SCI policies and procedures, in a transparent, accountable, efficient and cost-effective manner.

§  Periodically evaluate health logistics inventory and needs, focusing on health facilities, mobile medical activities, and outbreak response (Infection Prevention and Control (IPC) required to support the health emergency response.

§  Check that medical supplies for disease outbreak response including for mobile teams meet the required standard, and are delivered in a timely manner.

§  Analyse demands, prepare regular forecasts, calculate replenishment orders and initiate procurement accordingly for medicines, including medical supplies and commodities.

§  Ensure timely reporting on stock status, to help health staff with planning of stock distribution and stock replenishment.

§  Supervise medical stores ensuring security and maintenance, make sure that medical stocks are kept in proper storage conditions (i.e. temperature controlled and packaging)

§  Ensure accurate and complete documentation is prepared for all deliveries.

§  Provide technical support and capacity building to relevant SCI Health implementing partners and relevant Ministry of Health staff in the field of medical product supply chains.

§  Provide technical assistance in management of the SC pharmaceuticals and medical supplies stock on a day-to-day basis and ensure that guidelines are in line with the SC procedures.

§  Contribute to the development and implementation of supply chain management of essential drugs and medical consumables technical work plan and follow up of its implementation.

§  Assist the Health & Nutrition   Program team of Save the Children to establish essential recording/tracking system for all necessary documentations of the drugs and medical supplies received, stored, issued and ensure that they are retrievable.

§  Ensuring full compliance of all programmatic & administrative activities with Save the Children rules, regulations, policies and procedures; Dispatch: facilitate and follow up stock dispatch and payments to the supplier.

§  Ensuring that the disposals of expired medicines are according to Save the Children safety standards, waste management protocols, and National legislation when existing, in cooperation with other responsible units.

§  Provide regular supportive supervision on quality stock management of health kits using bin-card and stock cards at health facility and district health office levels.

§  Prepare monthly, progress project report on all the activities relating to essential medical supplies, and support the documentation of the project’s best practices.

§  Participate in the rapid Response team to provide humanitarian support to the conflict displaced people based on the gaps identified

§  The post holder will comply with all relevant Save the Children Policies and procedures with respect to Child Safe Guarding, Human Trafficking and Modern Slavery, Fraud Bribery and Corruption, and Code of Conduct

§  Collect GRN from warehouse for incoming items and send to country office to effect payments.

Ensure that all supplies requests from the programs are facilitated in a professional manner and following SCI logistics and financial guidelines as well as donor rules and regulations

Job Requirements:

QUALIFICATIONS AND EXPERIENCE:

Essential

§  BSc in Pharmacy with COC certificate plus five years related experience

§  Experience monitoring rational use of medicines.

§  Good knowledge of general logistics and willingness to multitask.

§  Strong communicator and team member.

§  Proficiency in Microsoft Office (Word, Excel, Outlook)

§  Ability to work in and maintain a positive team dynamic in insecure environments.

§  Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.

§  Experience of supply chain management

§  Flexible, positive and proactive approach to work

§  Willing to travel and work from other locations as required.

§  Desirable

§  Written and spoken English

§  Previous experience working for an International NGO

§  Experience working in NGOs is an added advantage
