Job description

ABOUT WFP

WFP Ethiopia is working with the government and other humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

WFP Ethiopia has initiated a strategic planning process to review its current portfolio of activities and to better position itself in the country for the period 2020-2025, to support progress toward zero hunger. Nutrition integration across all Strategic Outcome Areas key aspect of WFP Ethiopia’s portfolio in the Interim Country Strategic Plan (ICSP) for 2019-2020.

The Programme Associate will provide coordination support primarily between the Country Office and specific pre-assigned Regional offices for improved programme design, implementation, management, reporting and monitoring of nutrition-related programmes. The assignment will require at least 50 to 60 per cent of travelling to the assigned regions.

ORGANIZATIONAL CONTEXT

This job is found in the WFP Ethiopia Country office based in Addis Ababa. Jobholders typically report to a Nutrition Officer and/or Head of Nutrition.

At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

KEY ACCOUNTABILITIES

Under the direct supervision of the Programme Officer and with technical support from the Nutrition Officers at Country Office, the Associate will perform the following duties:

Programme planning and supply chain:

  • Compile the annual, quarterly, and monthly commodity requirements for nutrition activities and prepare actualized distribution plans based on the latest screening and admission information available
  • Liaise with nutrition, programme and resource management colleagues in the Region(s) and Country Office to ensure that nutrition programme needs are effectively resourced and supplied
  • Analyze commodity requests from partners and ensure timely delivery
  • Follow up with NGOs, Regional Health Bureau (RHB) and all other relevant partners on TSFP commodities dispatches and distributions

Programme implementation:

  • Initiate and follow up the implementation of different modalities of IMAM management in line with the national protocol
  • Work in collaboration with cooperating partners to strengthen active case finding nutrition monitoring, timely delivery and distribution of specialized nutritious foods (SNFs) for MAM treatment
  • Work closely with NGOs, RHB and all other relevant partners to ensure SAM/MAM continuum of care
  • In coordination with SOs and CO, ensure nutrition-sensitive activities are included in all activities
  • Supervise the implementation of TSFP with close monitoring of nutrition performance indicators (i.e. admissions, management of cases, exits, ration level, hygiene and food handling/preparation, record-keeping on registers, health and nutrition education or counselling sessions, complementary services, and visibility concerns)
  • Conduct field missions through supportive monitoring and supervision of TSFP and other complementary interventions in Emergency responses in the regions to ensure they are implemented as planned and in an integrated approach
  • Adapt new initiatives and tools related to food security and nutrition
  • Ensure that the mothers and caretakers of malnourished children receive appropriate education and participated in the nutrition programme
  • Educate cooperating partners’ staff about key aspects and components of CMAM (e.g. child development, improvement of mother-child interaction, community mobilization and mother-to-mother support groups)
  • Identify implementation gaps and suggest practical solutions to partners and/or organize capacity building training for partners and beneficiary leaders
  • Ensure the follow up of nutrition programmes implemented by Government and NGO partners
  • Support multi-agency emergency nutrition assessments
  • Identify needs for technical and managerial support to regional Government and cooperating partners
  • Engage in the development of the annual work plan with RHBs for the IMAM implementation together with the regional technical assistant at RHBs
  • Organize regular meetings with partners and supervise CP staff activities for on-the-job capacity building
  • Ensure that nutrition is integrated in other activities for the implementation as stated in programmes guidelines and protocols (e.g. relief and PSNP) Provide first level review and feedback for cooperating partners’ proposals/ FLAs and MOUs
  • Represent WFP in health and nutrition task force meetings at a regional level, especially meetings with RHB, Zonal Health/Nutrition Cluster and at various levels and share highlights of meetings
  • Organise regular meetings with partners (RHB and EDRMC) and conduct supervision visits to CP sites for identifying implementation gaps and provide guidance for improvement
  • In collaboration with the regional health bureau to follow up and supervise the activities of the HEWs in the IMAM implementation areas
  • Support the preparation of the proposal, including developing strategies, and identifying partners. This includes key nutrition statistics for donors, partners, and stakeholder reports as needed.
  • Provide additional support on processes, procedures, coordination, and other related responsibilities to nutrition team as needed.

Reporting:

  • Analyze reports submitted by nutrition partners to ensure data quality, integrity, and consistency
  • In collaboration with the SOs prepare weekly emergency updates and biweekly operational updates and present them to the team for further action
  • Provide constructive feedback to the partners concerning areas of improvement in terms of data quality, timeliness of report submission and other M&E and record management concerns identified during reports and data analysis
  • Provide field reports for all the field trips made, regularly update the supervisor on implementation progress, gaps and possible ways forward
  • Prepare drafts briefs for overall nutrition activities and update it regularly
  • Timely submit inputs for monthly and quarterly nutrition reporting for the Sub Office Compile and share biweekly updates on the emergency nutrition situation
  • Review and analyze monthly and quarterly reports from TSFP regional coordination and cooperating partners’ reports, as well as monitoring reports
  • Submit monthly reports to SOs and CO Nutrition Unit highlighting the programmes’ achievements compared to plans
  • Contribute to the compilation of SOs Sitrep and other project documents

Monitoring:

  • Ensure real-time tracking and management of SO nutrition database (Commodity and beneficiary)
  • Follow up with nutrition partners on monthly Co-operating Partner Distribution Reports (CPDRs), monthly narrative reports and quarterly reports submitted to the Sub Office to ensure effective conformity to the reporting deadlines
  • Follow up on the joined monitoring plans and activities done by the zonal, and regional coordination unit and share reports
  • Suggest recommendations for improvement based on programme results
  • Liaise with CPs collaborating with WFP SO and in Somali Regions to organize joint supervision/monitoring visits
  • Evaluate the overall performance of cooperating partners at zonal level

Training:

  • Technically support IMAM training organized at regional and zonal levels for WFP, DPPB, RHB, NGOs, health extension workers (HEWs) and food distribution agents (FDAs) using the unified training package
  • Represent WFP in health and nutrition task force meetings at the regional level, especially meetings with RHB, Nutrition Cluster and DRMC at various levels and share highlights of meetings
  • Organise regular meetings with partners and conduct supervision visits to CP sites for identifying implementation gaps and provide guidance for improvement
  • In collaboration with the regional health bureau to follow up and supervise the activities of the HEWs
  • Support the preparation of a proposal, including developing strategies, and identifying partners. This includes key nutrition statistics for donors, partners, and stakeholder reports as needed.
  • Provide additional support on processes, procedures, coordination, and other related responsibilities to the nutrition team as needed.
  • Perform other related duties as required. Saving Lives, Changing Lives

Standard Minimum Qualifications

Education:

  • A university degree in Nutrition, Health, Social Science, or any other related field

Experience:

  • At least six or more years of progressively responsible work experience in Nutrition/Health/Food Security or related field. Previous work experience with the UN is an asset.

Language:

  • Fluency in both oral and written communication in English. Knowledge of the local language is added advantage.

Knowledge & Skills:

Communication: Good communication skills and capacity to build quality working relationships.

Competencies: teamwork spirit; capacity to plan and organize own work, and work with minimum supervision, respect for deadlines, instructions and procedures, ability to work and achieve results under stress;
