BACKGROUND

International Medical Corps in Ethiopia has been operational since 2003. Presently, International Medical Corps Ethiopia is implementing WASH & Nutrition, GBV, SRH and Mental Health in different parts of the country.

The purpose of the position is to oversee IMC EH  implementation of Infant and Young Child Feeding in Emergency (IYCF-E) practices and ensure perfect linkages and integration of all CMAM components, The IYCF Officer has the responsibility to ensure high-quality IYCF activities, closely coordinated an integrated with the Emergency Nutrition Response project. The IYCF Officer ensures the project’s activities fit within the framework of the National Nutrition Program and ensures good relations with local stakeholders.

The IYCF/ECD Officer is responsible for planning; coordinating, implementing, monitoring and evaluation of one of three woreda’s in East Hararghe  and ensure its effective implementation through regular capacity building and technical support, identification of resource needed and its proper allocation.

This position reports to the IYCF coordinator and will works closely with all Nutrition officers, TSFP supervisors and other nutrition staff.

ESSENTIAL Job Duties and Responsibilities /SCOPE OF WORK: – (Essential functions, quality/quantity expected list of marginal duties and number of national staff supervised)

·       Ensure efficiency and results-oriented performance in the IYCF component of the program

·       Ensure IYCF-E framework is mainstreamed with other sectors e.g. FSL, Health, Child Protection;

·       Champion on knowledge management by setting up a proper filing system, sharing and application of lessons learned, and expanding use of success stories, and other forms of qualitative data.

·       Conduct critical monitoring of all aspects of IYCF program in the government health system, and identify areas of concern or problems. Submit workable solutions for any problems found.

·       Ensure smooth integration of program quality and accountability standards into daily works

·       Ensure observance & respect the dignity of beneficiaries, careers and members of the community at all times.

·       Provide direct hand technical support to government health workers at health centers and health extension workers

·       Document all processes and outputs of capacity building, coordination and management of activities to ensure experiences and lessons are well documented for future reference.

·       Develop weekly and monthly work plans that are practical, that will guide the IYCF team to effectively deliver services to the IYCF target group of the community, as well monitor the progress of all set project results, verses targets set

·       Serve as a IYCF/ECD resource person in the field office.

·       Set up a program to support appropriate IYCF-e practice within existing structures and services.

·       Provide training and/or capacity building to HEWs and health workers to promote consistent good practice.

·       Advocate for and/or facilitate provision of the most appropriate complementary food for infants & young children

·       Advocate for and/or facilitate provision of appropriate nutritional support for pregnant and lactating women in the emergency-affected population.

·       Establish mechanism(s) to ensure appropriate support for targeted infants who can’t breastfed due to different reasons.

·       Design and/or adapt materials for dissemination on appropriate IYCF practices based on context appropriate key messages.

·       Lead the development of a referral mechanism and locally feasible communication strategies for referrals among IYCF, health and nutrition programs (SCs, ANC, PNC, GM, etc.).

·       Represent International Medical Corps at Zonal and woreda level sectoral coordination meetings.

·       Create appropriate links, working procedures and information sharing with government and other stakeholder.

·       Report any new developments, problems and challenges encountered in a timely manner to the next concerned level

·       Perform other duties assigned by your supervisor. The duties and responsibilities listed above are representative of the nature and level of work assigned and are not necessarily all inclusive.

·       closely follow up the day to day management of project site activities and staff (Baby Friendly Spaces, HDAs ,volunteers)

·       Ensure all staff understand and implement programme guidelines used for assessing the mother-child pair, advising the breast feeding option and following up as appropriate

·       Prepare supervision checklist for IYCF, CG and breast feeding corner.

·       Facilitate cross sectoral programming, particularly to promote excellent communication and referral between IYCF-E, CMAM, and GM programming

·       Under the guidance of the IYCF coordinator  and Nutrition coordinator, undertake local level advocacy targeting, local authorities as appropriate, on assessment and appropriate response to support infant and young child feeding activities.

·       Produce weekly, monthly and quarterly progress reports and analyze prevailing trends in the camps.

  • Demonstrable commitment to promoting and supporting optimal breastfeeding and complementary feeding
  • Experience of implementation programs (nutrition related), including monitoring and evaluation
  • Experience in conducting assessments and an understanding of nutritional data;
  • Proven capacity to supervise, train and coach staff;
  • Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions;
  • Ability and willingness to frequently travel and stay at the field
  • Demonstrable ability at report writing and excellent communication skills
  • Relevant experience in national health system context is a plus
  • Good organization skills and multi-tasking ability
  • Excellent computer skills of Microsoft package
  • Strong public relation skills and good communication
  • Positive attitude and collaboration toward other team colleagues
  • Strong commitment toward achieving results

QUALIFICATIONS: (Training/education/experience/physical demands required; provide 6-8 requirements)

·               BSc in Nursing or Public Health (HO) with recent nutrition program experience

·               At least 5 years’ INGO experience of managing a IYCF program or working in a supervisory role related to CMAM & IYCF activities

·               TOT training on IYCF or IYCF-E, MIYCN, AMIYCN or related areas

·               Experience with training of staff in CMAM and IYCF

·               Ability to read and interpret IYCF Indicators

·               Flexible with ability to cope with stressful situations and frustrations

·               Good communication skills; Oral and written with fluency in written and spoken English

 

·               knowledge of local language
