Job Description:
- The Ethiopia Data Use Partnership (DUP) supports the Ministry of Health (MOH) in addressing current Health Information System (HIS) challenges on a national scale in both urban and rural settings. One of the DUP HIS intervention is supporting Universities and RHBs for implementation of focused and tailored HIS interventions packages in 19 woredas as learning/demonstration sites. Baseline survey is conducted as “proof of concept” to see improvement of HIS performance and their impacts on MCH service.
The objective of this study is to examine the effect of performance of Health Information System(HIS) (in terms of data quality and data use) on coverage of maternal and child health services.
Linked health facility and population-based survey will be conducted in both intervention and comparison woredas for the end line survey. The study will apply two stage sampling procedure to select kebeles and households. Facilities (health posts, health centers and hospitals) linked to the catchment population of selected kebeles will be targeted for the facility survey.
For collection of data from households and health facilities, DUP is seeking a short-term contractual service of the following personnel:
Data collection supervisors who had proven experience of supervision and management of data collection
Overall objective of the assignment
The overall objective of this assignment is to collect household and health facility level data on maternal and child health services; and health information system respectively.
Specific objectives of the assignment
To supervise and manage the overall data collection
Number of supervisors needed-18
Duration of the assignment
The data collection including the training will be done from March 21 – April 20, 2022. The data collection will take a maximum of 20 days.
Duties and responsibilities
Data collection supervisors
- Manage logistics and supplies for the data collection
- Manage the time and effort of the data collection
- In collaboration with data collectors, prepare micro plans for the data collection and effectively manage the movement of data collectors
- Provide technical support and troubleshooting to the data collectors
- Make sure that quality data is collected by each data collectors and submitted to the cloud server
- Perform other activities related to the data collection when assigned by DUP
Management and coordination mechanism
DUP in collaboration with MOH will manage and oversee the overall data collection at national level. At regional level, DUP staff in collaboration with RHB staff will coordinate and manage the conduct of data collection.
Data collection supervisors will closely work with DUP regional staff in order to manage both technical and logistic issues related to the data collection. Data collection supervisors will regularly report to DUP regional staff in order to effectively manage the data collection and collect quality data for the study.
Data collection supervisor will manage the day-to day activities of the data collection at woreda, kebele and health facility levels. Data collection supervisor will manage the data collectors so that they are equipped with the necessary supplies and skills to conduct the assessment.
DUP will provide a five days training to data collectors and supervisors in order to equip them with the necessary skills covering sampling, data collection tool, SurveyCTO, and coordination of the data collection.

- Qualification– Minimum of master’s degree in relevant fields (health, statistics, social science, IT, etc)
- Experience- can demonstrate experience on both household and health facility level data collection, supervision and management
