Job Summary: The post-holder will be based in Addis Ababa, and will workunder the Health system and reproductive health research directorate.

Project Information:

The state of health in a country can be measured through indicators describing long-term program achievements and effects on the populations. Measures such as the levels of fertility or child mortality can be obtained through surveys conducted at the household level. These measures, in turn, are affected by a number of factors, such as the general standard of living, socioeconomic conditions of the population, their accessibility to health services, and the capacity and quality with which the services are delivered.

A health facility requires minimum infrastructure and supplies to operate effectively and without introducing harm to the population. Thus, selected indicators need to be measured to obtain data on the facilities, supplies, and services for informed decision-making.

EPHI has been designated as the survey manager for Service Provision Assessment (SPA) to be conducted on behalf of the Ministry of Health (MoH) of Ethiopia. The survey is to be conducted on a nationally representative sample of Health Posts, Health Centres, private clinics, and census of Hospitals, to document the presence of infrastructure, equipment, supplies, medicines, other resources, and functioning systems required to support quality maternal-child and reproductive health services. The Service Provision Assessment (SPA) survey is a sample survey of formal sector health facilities with the objective of providing information on the overall service environment and the functioning of the various components of the health system that may affect the quality of services.

The purpose of the 2021 SPA is to provide a comprehensive overview of the country’s health service delivery, specifically an assessment of the capacity and potential of the health care facilities in the current health system to provide quality health service in Ethiopia. This information will enable the Government of Ethiopia (GoE) as well as other national and international institutions working on the health system strengthening.

The Federal Ministry of Health (FMOH) included monitoring and evaluation as an invaluable component of Health Sector Development Plan. It is technically impossible to obtain all health and health related data exclusively through HMIS. Conducting regular surveys is crucial to capture selected set of data and triangulate various sources in order to improve the quality of health services and improvements in the health system.  The last SPA was conducted in 2014. In order to better measure progress in the health system and quality of care, it is critical to conduct this survey for improved planning and management of the health sector. This information will be critical to the development of the Health Sector Transformational Plan II (2020-2025).

The Ethiopian Public Health Institute, therefore, would like to hire competent applicant as per the following requirement.

Objectives of the position:

The survey coordinator will support EPHI to develop internal systems for quality control for survey implementation. This means internal systems that validate the survey protocol is being followed by data collectors and field supervisors, and validating the quality of work of the field supervisors. Specifically, the coordinator will provide technical support to EPHI in implementation of health facility surveys according to the Protocol.

The role of this position requires combining various approaches to ensure the SPAsurvey implementation. This requires decent and productive working relationships geared towards common objectives. Hence, the position holder will play an important role in building these relationships within EPHI and Health System and Reproductive Health Research Directorate in particular. The position holder will support the directorate and the survey in performance tracking, problem solving and capacity development. S/he is expected to be an outstanding professional with strong track record of inspiring team, influencing change and improve performance.

Major duties and responsibilities:

Research leadership 

. Ability to coordinate and lead projects and programs

.  Experience working with multiple data source agencies, institutes or individuals

.  Experience on large national or regional health and health related surveys

.  Ability to guide national data sharing policy, develop data regulations and assist data sharing mechanisms

.  Ability to work on different data and evidence sources and to make sure the health system addresses national targets

.  Ability to conceptualize a national data management approaches for several research data sources

.  Demonstrated research leadership skill locally or internationally

.  Demonstrated ability in articulating and devising national research strategies, research questions and action plans

.  Experience in leading research programs and data sources either locally or internationally

.  Ability to guide publicity of data sources as required

Research technical skill

.  Evaluate data needs;

.  Review the SPA questionnaires;

.  Finalize survey instruments (questionnaires and manuals);

.  Review SPA Design;

.  Review the budget for resources mobilization and overall management by EPHI;

. Train data collection staff;

.  Monitor, and coordinate the data collection process;

.  Review the produced and analyzed survey results;

.  Coordinate the write-up of the survey reports;

.  Organize dissemination workshop and use the survey findings.

.  Advise in-depth analysis of SPA data, or any health-related operational studies;

.  Produce policy relevant findings from rigorous reviews, etc.

.  Provide substantial contribution in the scientific advisory committee, research technical working groups and others;

.  Undertake high quality implementation survey as directed by the Principal Investigator.

.  Responsible for the day-to-day management of the survey  activities including training, field support, monitoring, data management

.  Coordinate, manage & ensure the Data collection process

.  Lead and guide Data collectors, Supervisors and Regional coordinators during data collection.

.  Support the administration of surveys by helping ensure compliance with good practice in relation to the conduct of survey, ethics policy, and other relevant EPHI policies.

.  Performance of the planned activities with data collectors, supervisors and regional coordinators, providing regular report as well as other needed correspondence in a timely manner to the appropriate bodies.

Coordination, collaboration and networking skills 

.  Ability to create research data source collaborators or networks, routine data source collaborators or networks

.  Demonstrated research communication and interpersonal communication skills

.  Familiar with existing health policies, strategies and plans of the country

.  Ability to work independently, supervise different data sources

.  Ability to lead national and international research conferences

.  Ability to negotiate with funding organizations, research institutes and individual researchers

.  Able to facilitate and assist in mapping, centralizing, digitizing, manage and analyze existing and new data sources in the country

.  Translating evidence to policy skills

.  Ability to identify evidence demands and supplies of the ministry of health

.  Ability to assess the quality of different sources of evidence to facilitate for health policy decision

.  Ability to coordinate evidence to policy translation forums and dialogues

.  Ability to develop evidence use tracking mechanisms at national and regional levels

.  Demonstrated ability in disseminating research findings with different out lets

.  Maintain regular correspondence with cross site co-coordinator, and other members of the research and project team

.  Provide technical advisory and input needed for the health system research directorate work plan

.  Be familiar with local and international research ethics

Job Requirements:
·         At least MSc/Mph in health services research, public health, biostatistics, demography, Epidemiology, Health Informatics or any other related fields

·         15 years of work experience in health system research

·         At least 3 peer reviewed publications

Additional Job Requirements:

·         Experience in quantitative data collection and analysis

·         Excellent communication skills

·         Good written and spoken English

·         Ability to build rapport and feel comfortable working in a team

·         Ability to read text, absorb and pick out the interesting, important and relevant parts

·         Willingness to learn and develop skills
